Tetiana Kovalchuk: An inclusive approach in police work is the key to building a safe environment in Ukraine

This was announced by the Deputy Minister of the Interior today, March 2, during a meeting with PTAP Agriteam Canada Project Director Tom Monastyrski. The event was also attended by PTAP Gender Advisor Elena Davis, Deputy Chief of the Patrol Police Department Kateryna Pavlichenko, Coordinator of the Reforms Task Team of the Ministry of Internal Affairs Irina Gubenko and Counselor of the Ministry of Internal Affairs on gender issues from the UN Women structure Khrystyna Brodych.

During the meeting, the parties discussed the project PTAP — The Police Training Assistance Project, implemented in Ukraine with the financial support of the Ministry of Foreign Affairs of Canada.

“The PTAP project aims to strengthen the capabilities of the National Police and support the work of the national police training system. Its goal is to develop a professional, community-oriented police service,” the Deputy Minister of Internal Affairs noted.

Within the project, a series of trainings for police officers are held. In particular, the trainings concern the implementation of the “Community policing” model in Ukraine, or, in other words, the principle of close interaction of law enforcement officers with the community.

“Taking into account absolutely all aspects and peculiarities of each individual community and the person in it significantly increases the efficiency of the police work on the ground. This also applies to gender politics. An inclusive approach in the work of the police is the key to building a safe environment in Ukraine, which is one of the priorities of the Development Strategy of the Ministry of Internal Affairs of Ukraine until 2020,” added Tetiana Kovalchuk.

The parties also discussed the process of launching the Ukrainian Association of Law Enforcement Representatives.

“Such an association will be a platform where women law enforcement officers can develop their leadership skills, support each other, and promote the implementation of gender-sensitive policies and practices in relevant structures. The launch of the Association is scheduled for March 2018,” the Deputy Minister of Internal Affairs noted.

PTAP Project Director Tom Monastyrski praised the Ministry of Internal Affairs for its active involvement in the process of reforming the police training system and assured of further support of the department.

As a reminder, PTAP relies on the resources of the Government of Ukraine and integrates the best international standards and practices.
