Access to public information

Substantive provisions

In pursuance of the Law of Ukraine on Access to Public Information and the Decree of the President of Ukraine of 05.05.11 # 547 The Cabinet of Ministers of Ukraine adopted a resolution of 25.05.11 54 583 Issues of ensuring access to public information by the executive authorities The Cabinet of Ministers of Ukraine, central and local executive bodies ”, which approved the approximate form of the request for information and the approximate procedure for drawing up and submitting requests for information.


The procedure for appealing the decisions of the information manager or his inaction

The Ministry of Internal Affairs has established the following form of request for information and the procedure for its submission. In order to ensure the realization of the right of citizens to access public information, the Department of Access to Public Information has been established in the Ministry of Internal Affairs of Ukraine. A request from a person for information is made in any form. It is obligatory to indicate:

  • Name and surname of the requester, postal address or e-mail address, as well as telephone number;
  • Description of the information that the requester would like to receive (type, name, details or content of the requested document)
  • Signature and date.

The most requested information

Documents:

  • on normative legal documents issued by the Ministry of Internal Affairs of Ukraine
  • about the structure of the Ministry of Internal Affairs
  • on the tasks and functions of the Ministry and the CEB
  • about vacant positions in the Ministry of Internal Affairs
  • information on the state of implementation by the Ministry of instructions of the President of Ukraine, the Cabinet of Ministers of Ukraine, state programs
  • on the amount of financial support of the Ministry's management
  • statistical information on the number of open criminal proceedings under various articles of the Criminal Code of Ukraine
  • information on the presence, absence of a criminal record
  • certificates on financial support of pensioners of internal affairs bodies
  • archival information
  • information and copies of documents on participation in the anti-terrorist operation in eastern Ukraine


Request form for information and the procedure for its submission

According to the Law on Access to Public Information, a response to an information request must be provided no later than five working days from the date of receipt of the request. If the request concerns the provision of a large amount of information or requires the search for information among a significant amount of data, the period of consideration of the request may be extended to 20 working days with justification for such extension.

Pursuant to Article 23 of the Law on Access to Public Information, decisions, actions or omissions of information controllers may be appealed to the head of the controller, a higher body or a court.

Appeals against decisions, actions or omissions of information managers to the court are carried out in accordance with the Code of Administrative Procedure of Ukraine.
