According to the Regulation on the Ministry of Internal Affairs of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 878 of October 28, 2015, one of the key tasks of the Ministry of Internal Affairs is to ensure and strictly observe human rights.
The Ministry of Internal Affairs pays considerable attention to the integration of gender equality in its activities, the National Guard of Ukraine and the central executive bodies, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs of Ukraine, since without taking into account gender equality, which is associated with fundamental values democracy, personal freedom, human rights and the rule of law cannot succeed in the security sphere.
The formation of the policy of equal rights and opportunities for women and men in the Ministry of Internal Affairs of Ukraine is entrusted to the Department of Human Rights Monitoring. The structural unit supports and implements all state and international initiatives, ideas and programs that help to establish the institutional mechanism for the implementation of gender policy and to form policies taking into account the principles of zero tolerance and respect for human rights.
In the general context, the Ministry of Internal Affairs of Ukraine formulates gender policy as an end-to-end approach in the activities of the department, aimed at:
building institutional capacity by creating authorized units for gender equality and appointing authorized persons (coordinators) on equal rights and opportunities for women and men in the Ministry of Internal Affairs, National Guard of Ukraine and central executive bodies, whose activities are directed and coordinated by the Cabinet by the Ministers of Ukraine through the Minister of Internal Affairs of Ukraine;
Increasing the participation of women in international peace and security operations by removing restrictions;
inclusion of the gender aspect in the passports of budget programs;
monitoring the activities of employees of the Ministry of Internal Affairs, identification of gaps and inequalities during the promotion of employees in order to strengthen the active participation of women and men in the decision-making process by filling in indicators of gender analysis of the official career of civil servants in the Ministry of Internal Affairs;
inclusion of the gender component in the educational process of higher education institutions with specific learning conditions belonging to the sphere of management of the Ministry of Internal Affairs;
development of a mechanism for responding and preventing cases of sexual harassment in the workplace in the bodies of the Ministry of Internal Affairs.
