This was emphasized by the Deputy Minister of the Interior during a panel discussion on “Preventing Domestic Violence: How to Overcome New Challenges in Quarantine” today, November 12.

The panel discussion took place within the framework of the project “Police and community interaction in Ukraine: building a stakeholder dialogue” on the eve of the annual global action “16 days against violence”. The discussion was also attended by: Diane Reynders (Consultative Mission of the European Union), Dominik Brasard (Canadian Polytechnic Mission in Ukraine), Olga Polyakova (NGO “Gender Stream”). The parties shared experiences and discussed further steps to help find effective mechanisms for responding, preventing and countering domestic violence, given the challenges of quarantine.

Domestic violence is a form of human rights violation. The Covid-19 pandemic has shaken the whole world and exposed this topic. This dangerous phenomenon is well known to today's Ukrainian society. Quarantine continues and in the future, people will still have to stay together most of the time, and often in conditions of a very limited space of an apartment or a small house,” said Ekaterina Pavlichenko.

The deputy minister stressed that isolation itself is not a direct cause of domestic violence.

“Domestic violence cannot be justified under any conditions and must not be silenced. Freedom from violence is an inalienable right of every person,” Ekaterina Pavlichenko stressed.

The Deputy Minister of Internal Affairs also said that for the Ministry of Internal Affairs and the National Police, preventing and countering violence is one of the priorities of activity.

In turn, the participants of the discussion noted that they welcome the initiatives implemented by the Ministry of Internal Affairs, because domestic violence is a significant problem today.

Recall, the Ministry of Internal Affairs has released an update to the chatbot to combat domestic violence, which is available in Viber and Telegram messengers.

In addition, the Ministry of Internal Affairs has developed a security plan during quarantine, as well as a series of videos, an educational series about online tools to combat domestic violence.
