Kateryna Pavlichenko: The Ministry of Internal Affairs has already taken significant steps to prevent and combat domestic violence and to introduce a gender-oriented approach in its activities

Deputy Minister of Internal Affairs of Ukraine Kateryna Pavlichenko took part in the online event “Making the Law Work for Women”, which was organized by the Georgetown Institute for Women, Peace and Security, in partnership with the Georgetown Ambassadors for Women, Peace and Security, the event was held. devoted to effective strategies for the implementation of gender-oriented legislation.

“The Ministry of Internal Affairs of Ukraine is the first agency to develop an intra-departmental plan for the implementation of the National Action Plan on the implementation of the recommendations of the UN Security Council Resolution 1325 “Women, Peace, Security”. And in the continuation of this work, we already have a second such plan until 2025,” the Deputy Minister noted during the speech.

Since the adoption of the Beijing Declaration and Platform for Action in 1995, Ukraine has made significant progress in gender equality and women's empowerment. To implement their provisions, the Ukrainian government has introduced an end-to-end approach, where each ministry is responsible for ensuring gender equality in its field.

“The Ministry of Internal Affairs has already taken significant steps to introduce a gender-oriented approach in its activities, in particular: removing any barriers for women in service as servicemen, creating gender policy units, introducing gender issues into professional training of personnel of the body the system of the Ministry of Internal Affairs and worked out mechanisms for preventing discrimination, including sexual harassment in the workplace. Also, much attention is paid to conducting information campaigns to raise awareness of the population about the progress of gender policy implementation in the Ministry of Internal Affairs of Ukraine,” said Kateryna Pavlichenko during the speech.

The result of these measures was a marked strengthening of the status of women in the security sector and an increase in their number.

“Another of our achievements in the implementation of gender policy in law enforcement agencies and the involvement of women in the security sector of Ukraine is the creation of the Ukrainian Association of Law Enforcement Representatives. It is a “platform” that brings together women from different law enforcement agencies to support and promote ideas of gender equality by creating a conducive environment for sharing experiences, overcoming stereotypes and barriers to career growth,” the deputy minister said.

In addition, Ukraine has taken a number of important steps to combat domestic violence. The Ministry of Internal Affairs focused the activities of the National Police of Ukraine on effective response to cases of domestic violence in order to minimize their latency. In addition, specialized sectors and mobile police groups for combating domestic violence have been established and successfully operate in the system of the National Police of Ukraine.

“Thanks to all these consistent steps, domestic violence ceases to be a closed topic in Ukraine, and victims begin to believe that they are guaranteed protection and seek help. Confirmation of this is the increase in the number of appeals to the police by 47%,” Ekaterina Pavlichenko emphasized.
