Gender marathon in Dnipropetrovsk region
On September 16-17, working meetings with the heads of the Main Departments of the National Police, the State Emergency Service and the Central Territorial Administration of the National Guard in Donetsk Oblast were held on the issues of gender integration, with the participation of the Counsellor of the Minister of Internal Affairs on gender issues, Viktoria Arnautova. in the system of the Ministry of Internal Affairs, in particular the state of implementation of the Ministry of Internal Affairs Plan for the implementation of the three National Plans in the field of gender equality.
The leaders were informed about the basics of the gender concept, the principles of state gender policy and international obligations of Ukraine to the world community, the need to create conditions for the service of women, the number of which has been actively growing in recent years in all structures of the Ministry of Internal Affairs.
“It was with a pleasant surprise that I learned about the study of infrastructure and compliance with the needs of personnel in the Main Directorate of the State Emergency Service in the Dnipropetrovsk region a year ago on a personal initiative, without orders from above. Although today a centralized process of collecting data on the state of infrastructure facilities for all structures of the Ministry of Internal Affairs system continues,” said Ms. Victoria.
The problematic issues and achievements in the implementation of gender policy in each structure were discussed separately and the special role of the gender approach in reforming the components of the Ministry of Internal Affairs in the conditions of war, in particular in ensuring the security of citizens in the area of the PLO was noted.
“I am pleased to note the positive changes in the perception of gender issues by the heads of such respected security sector structures compared to what happened 2-3 years ago. I think that a great contribution to such changes was made by the women themselves, who demonstrate a conscientious professional attitude to the performance of official duties, which in turn really increases the operational efficiency of the components of the Ministry of Internal Affairs system,” the Counsellor noted.
Victoria Arnautova's working visit to Dnipro was followed by a meeting with the management of the Dnipropetrovsk State University of Internal Affairs devoted to familiarization with educational and scientific activities in the field of gender policy, as well as the introduction of assistant rectors for gender issues in the staff list. Rector Andrei Fomenko personally presented the activities of the university as a whole, achievements and plans, noted the rather high level of professional and physical training of female cadets.
Vice-rector Larysa Nalyvaiko introduced the gender areas of the university's projects, namely: Istyna legal clinic for free assistance to the population, gender SAI — center for counseling victims of domestic violence, project “Bullingstop” for working with schoolchildren and others.
Particular attention was paid to the review of author's disciplines on gender orientation and manuals, psycho-training center, interactive room on combating domestic violence, courtrooms.
“I am impressed by the activity, initiatives and achievements of the DDUVS team in the gender direction. Your experience must be institutionalized and disseminated among other universities, not only by the Ministry of Internal Affairs, but also by the entire security and defense sector,” noted the adviser on gender issues.
