The specialists of the Ministry of Internal Affairs of Ukraine together with the experts of the Project “Gender Budgeting in Ukraine” analyzed 12 passports of budget programs

Since March 2020, the specialists of the Ministry of Internal Affairs of Ukraine together with the experts of the Project “Gender Budgeting in Ukraine” worked in depth on the implementation of the tasks of the Memorandum of Cooperation on the application of a gender-oriented approach in the budget process in the work of the Ministry of Internal Affairs of Ukraine (hereinafter — the Memorandum).

During the online trainings, gender analysis of passports of budget programs of the apparatus of the Ministry of Internal Affairs of Ukraine, as well as the National Police of Ukraine, the State Emergency Service of Ukraine, the State Border Service of Ukraine, the State Migration Service of Ukraine, the National Guard of Ukraine was conducted.

In the course of training, the most attention is paid to practical work, because one of the main tasks of the Memorandum is the formation of practical skills in order to include the gender aspect in budget requests and passports of budget programs.

The results of the gender analysis of the passports of budget programs showed that gender gaps in represented women and men affect not only the quality of service provision, but also the efficiency of the use of funds depending on gender aspects. Also, it was possible to identify problems in a number of areas, among which, the fairness of distribution of funds for business trips of men and women, the quality of educational services and the effectiveness of training of boys and girls in higher education institutions belonging to the sphere of management of the Ministry of Internal Affairs, regulatory regulation of the material provision of men and women in the State Border Service of Ukraine, as well as features in the cost of keeping men and women, boys and girls in places of temporary accommodation of refugees and points of temporary stay of foreigners and stateless persons Migration Service of Ukraine.

The final stage of implementation of the Memorandum's action plan was the final webinars on July 08 and 10, 2020 for representatives of higher education institutions with specific training conditions that train police officers, the National Academy of the National Guard of Ukraine and the National Academy of the State Border Guard Service of Ukraine named after Bohdan Khmelnyi Tskoy.

Based on the results of the joint work, recommendations were developed for requests for budget programs of apparatus and system bodies of the Ministry of Internal Affairs of Ukraine, the National Guard of Ukraine, and institutions of higher education in the security sector. There are also directions for further work to eliminate the gender imbalance in the distribution of funds in the bodies of the Ministry of Internal Affairs system.

We are proud of the opportunity to cooperate with the Project “Gender Budgeting in Ukraine”, because through joint work we managed to form a “transparent” budget request that equally takes into account the needs of women and men in the security sector. It is important for us to form a budget that aims to overcome gender inequality and also generates an equitable distribution of funds.
