The government has approved a new plan to create a barrier-free space in Ukraine for the next two years

At the meeting of the Government held on April 25, the Action Plan for 2024-2025 on the implementation of the National Strategy for creating a barrier-free space in Ukraine for the period up to 2030 was approved. The approved document identifies four priority areas of work: barrier-free space, goods, services and information.

“Now the Ministry of Internal Affairs is working on the implementation of the Plan of Events for 2023. At the same time, the Government has already developed an action plan for the next two years. Among the main tasks assigned to our agency would like to highlight “the creation of conditions for obtaining driver's licenses for persons with disabilities”. Recently, at a meeting of the Council of Barriers, we presented the flagship project “Driving schools for persons with disabilities”, which is implemented on the basis of higher education institutions of the Ministry of Internal Affairs. We already have the first people who want to study in these schools. Work in this direction continues,” said Deputy Minister of Internal Affairs Kateryna Pavlichenko.

It should be noted that the project “Driving schools for persons with disabilities” provides for the creation of a comprehensive and high-quality state service for obtaining a driver's license for the right to drive a vehicle for persons who have received the status of a person with a disability. The project also aims to expand the capabilities of the units of the Main Service Center of the Ministry of Internal Affairs and the network of driving schools on the basis of higher education institutions of the Ministry of Internal Affairs for persons who have functional disorders and have or seek to obtain a driver's license and drive a vehicle.

The Deputy Minister also said that the new plan of activities for 2024-2025 defines the main tasks for the department. Among them:

— adaptation of infrastructure for use by low-mobility groups of the population;

— monitoring of accessibility;


— creation of conditions for obtaining driver's licenses by persons with disabilities;


— development of effective remedies and an effective mechanism for fixing violations and bringing perpetrators to justice for violations of the rights and interests of persons with disabilities and other low-mobility groups of the population in cases of discrimination;


— ensuring the protection and safety of persons with disabilities and other low-mobility groups, etc.

Recall that on the initiative of Elena Zelenskaya in 2021, the National Strategy for creating a barrier-free space in Ukraine for the period up to 2030 was adopted. It provides for the creation of a barrier-free space in Ukraine in 6 main directions:

Social and civil barrierlessness, which involves ensuring equal opportunities for the participation of all people and social groups in the life of communities and the state;


Educational barrier-free — creating equal opportunities and free access to education, including lifelong education;


Economic barrier-free — providing conditions and opportunities for employment, entrepreneurship of young people, women, elderly people, people with disabilities, etc.;


Information Barriers — conditions under which people, regardless of their functional impairments or communication capabilities, have access to information in various formats and using technologies that take into account their needs and capabilities;


Physical barrier-free — creating an environment in which public facilities and public places, transport and services are physically accessible to all social groups;


Digital Barrierlessness — providing access to information, communication, public and other services online for all social groups, including the elderly, people with disabilities, people living in rural areas, etc.
