Director of the Department of Legal Support of the Ministry of Internal Affairs of Ukraine, category “B”

Official duties

1. Ensures the performance of the tasks assigned to the legal service. 2.
Supervises and coordinates the activities of the legal services of the territorial bodies of the Ministry, institutions, institutions and enterprises belonging to the sphere of its administration. 3.
Submits to the Secretary of State of the Ministry proposals for hiring, transferring, dismissing employees of the legal service, heads of the legal service of territorial bodies of the Ministry, institutions, institutions and enterprises belonging to the sphere of its management, their encouragement or bringing them to justice in accordance with the law. 4.
Allocates functional responsibilities between his first deputy and deputies, other employees of the Department, exercises control over their implementation. 5.
Gives orders, required for execution by the employees of the Department, relating to the performance of the tasks of the Department, supervises their implementation. 6.
Controls the preservation of state secrets, restricted information, and compliance with the secrecy regime in the Department.7.
Submits proposals to the Secretary of State of the Ministry regarding:
appointment and dismissal from office of civil servants and employees of the Department, assignment of ranks to civil servants, surcharges, allowances, bonuses, their encouragement, including state awards, and bringing them to disciplinary responsibility; business trips of civil servants of the Department; provision of leave provided by law to employees of the Department. 8.


Carries out control over:
1) the state of office work in the Department, in accordance with the established procedure, takes measures to ensure the regime of secrecy, material, technical, financial and other support of the Department's activities. 2) compliance with the rules of internal service (labor) regulations by employees of the Department. 9.

Participates in work in the commission for conducting competitive selection for the vacant position of the head of the legal service of the territorial body of the Ministry, institution, institution, enterprise belonging to the sphere of its management. 10.
Visits draft orders, letters and other documents submitted to the management of the Ministry and the Secretary of State of the Ministry for approval (visa) and signature, signs on behalf of the Department letters, appeals, notifications and other documents related to the performance of the tasks and functions of the Department. 11.
Develops draft legislative acts and regulations, personally develops draft contracts of civil and economic nature. 12.
Takes personal part in court hearings during the consideration of cases.

Terms of pay

Official salary according to the staffing table in the amount of 19,900 hryvnias. Increase to the official salary per rank in accordance with the resolution of the
Cabinet of Ministers of Ukraine dated January 18, 2017. № 15 “Issues of remuneration of employees of state bodies” (with amendments).
Other allowances, surcharges and bonuses — in accordance with Article 52 of the Law of Ukraine “On Civil Service”

Information about the term of appointment to the position

For the period of quarantine established by the Cabinet of Ministers of Ukraine in order to prevent the spread in Ukraine of the acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus and until the date of determination of the winner by the head of the public service according to the results of competitive selection in accordance with the legislation

A person wishing to participate in the selection for appointment to a vacant position shall submit the following information through the Unified State Service Vacancies Portal:
1) an application indicating the main reasons for taking up the position in accordance with Appendix 1 to the Procedure for Appointment to Civil Service Positions for the period of quarantine established in order to prevent the spread in Ukraine of the acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 290 of April 22, 2020 (hereinafter referred to as the Procedure);
2) a summary in the form in accordance with Appendix 2 to the Procedure;
3) a statement informing that it is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Purge of Power”, and gives consent to the inspection and to the disclosure of information about it in accordance with the said Law. Appendices to the application are not required to submit.
A person who has expressed a desire to participate in the selection for appointment to a vacant position may submit additional information confirming compliance
the requirements set out in the announcement, in particular in relation to work experience, professional competences, reputation (characteristics, recommendations, scientific publications, etc.). Information is accepted until 18.00 hours on January 18, 2002.

Requirements

Education

Higher education with an educational degree not lower than a master's degree in the field of knowledge “Law”

Work experience

Experience in public service positions of categories “B” or “B” or experience of service in local self-government bodies, or experience in managerial positions of enterprises, institutions and organizations, regardless of the form of ownership for at least two years

Proficiency in the state language

Fluency in the state language
