General conditions

Official duties

manages the work of the department, bears personal responsibility for the results of its activities, high-quality and effective performance of assigned tasks;

ensures the analysis of security problems and the effectiveness of the implementation of the directions of activity of the Ministry of Internal Affairs in the field of de-occupation and reintegration of temporarily occupied territories in accordance with the competence, together with the central executive bodies, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs of Ukraine (hereinafter — CEV), and the National Guard of Ukraine (hereinafter referred to as NGU) prepares proposals of the Ministry of Internal Affairs for draft priority action plans of the Government;

organizes the implementation of measures to ensure the formation of state policy in the field of de-occupation and reintegration of temporarily occupied territories in accordance with the program of activities of the Cabinet of Ministers of Ukraine, priority action plans of the Government, other state policy documents, prepares relevant proposals if necessary;

provides coordination and control over the implementation by the structural units of the Ministry of Internal Affairs, NGU, CEV, legislation and regulatory acts relating to de-occupation and reintegration of temporarily occupied territories of Ukraine, and supervises their implementation;

makes proposals for the formation of goals and priorities of the Ministry of Internal Affairs in the field of de-occupation and reintegration of temporarily occupied territories. Organizes the preparation of proposals of the Ministry of Internal Affairs for the activity programs of the Cabinet of Ministers of Ukraine in accordance with the competence of the Directorate;

makes proposals for improving the activities of the CEV and NGU, their territorial bodies, enterprises, institutions and organizations in the field of de-occupation and reintegration of temporarily occupied territories, providing the structural units of the apparatus of the Ministry of Internal Affairs with the necessary methodological and advisory assistance;

on behalf of the management organizes work on the development of draft regulations on the formation of state policy in the field of de-occupation and reintegration of temporarily occupied territories in accordance with the competence of the Ministry of Internal Affairs. Participates in the elaboration and implementation of professional expertise of draft regulations developed by the bodies of the Ministry of Internal Affairs system and submitted for approval of the Minister, as well as draft regulatory acts developed by other central executive bodies and submitted for approval to the Ministry of Internal Affairs or CEV;

organizes the monitoring of the information environment of the temporarily occupied territories to identify existing information challenges and threats in the sphere of public security and public order, civil protection, state border security and migration processes; ensuring within the competence the implementation of a system of strategic communications for responding to such challenges and threats;

provides the preparation of materials for the prompt informing of the leadership of the Ministry of Internal Affairs about events that can cause a significant public resonance, carry a potential threat to law order, human security, society and the state from the side of the temporarily occupied territories;

contributes to ensuring the implementation of a unified state policy aimed at achieving equal rights and opportunities for women and men within their powers;

Terms of pay

official salary — 13 700 UAH;

allowances, surcharges, bonuses and compensation in accordance with Article 52 of the Law of Ukraine “On Civil Service”;

increase to the official salary for the rank of civil servant in accordance with the Resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “The issue of remuneration of employees of state bodies” (as amended)

Information about the duration or indefinite duration of the appointment to the position

indefinitely;

the term of appointment of a person who has reached the age of 65 is one year with the right of re-appointment without the obligatory holding of a competition annually

2) a summary in the form in accordance with Annex 2 1, in which the following ^information is necessarily indicated:

surname, first name, patronymic of the candidate;

details of the document certifying the identity and confirming the citizenship of Ukraine;

confirmation of the availability of an appropriate degree of higher education;

confirmation of the level of fluency in the state language;

information about work experience, civil service experience (if available), work experience in relevant positions in the relevant field defined in the competition, and in managerial positions (if applicable);

3) a statement informing that it is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Purge of Power”, and gives consent to the inspection and to the disclosure of information about it in accordance with the said Law.

Official duties

within the scope of competence participates in the elaboration and implementation of professional expertise of draft regulations developed by the bodies of the Ministry of Internal Affairs system and submitted for approval of the Minister, as well as draft regulations developed by other central executive bodies and submitted for approval to the Ministry of Internal Affairs Air Force or CIV;

participates in monitoring the information environment of the temporarily occupied territories to identify existing information challenges and threats in the sphere of public security and public order, civil protection, state border security and migration processes; ensuring within the competence of the implementation of a system of strategic communications to respond to such challenges and threats;

prepares materials in the prescribed manner for the prompt informing of the leadership of the Ministry of Internal Affairs about events that can cause a significant public resonance, carry a potential threat to law order, human security, society and the state from the side of the temporarily occupied territories;

contributes to ensuring the implementation of a unified state policy aimed at achieving equal rights and opportunities for women and men within their powers;

Terms of pay

official salary — UAH 10,600;

allowances, surcharges, bonuses and compensation in accordance with Article 52 of the Law of Ukraine “On Civil Service”;
