Job responsibilities (without details)

Ensuring, within the scope of competence, the execution of powers on the activities of the legal service of the Ministry, defined by the General Provision on the Legal Service of the Ministry, Other Executive Body, State Enterprise, Institution and Organization, approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 26, 2008 No. 1040.

Work on normative and legal (legal) support of the activities of the Ministry of Internal Affairs of Ukraine (hereinafter — the Ministry of Internal Affairs) and central executive bodies, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs of Ukraine (hereinafter referred to as the Central Intelligence Agency), in the field of law enforcement activities and on state secrets, mobilization training, defense and national security (operational-search, counter-intelligence, intelligence activities).

Terms of pay

official salary — 5686 UAH ;

increase to the official salary by rank in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated 06.04.2016 No. 292 “Some issues of remuneration of civil servants”;

allowances and surcharges (in accordance with Article 52 of the Law of Ukraine “On Civil Service”)

The list of documents required for participation in the closed competition and the deadline for their submission

1. A copy of the passport of a citizen of Ukraine.

2. Written application for participation in a closed competition indicating the main reasons for taking up a civil service position (in the form according to Appendix 2), to which a resume is attached in an arbitrary form.

3. A written statement in which a person informs that he is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On Cleansing Power” and gives his consent to the inspection and disclosure of information about him in accordance with the said Law or a copy of the certificate of the established form on the results of such verification.

4. Copy (copies) of the document (s) on education.

5. Completed personal card of the established sample.

6. Declaration of the person authorized to perform the functions of the state or local government, for the past year.

Requirements for professional competence

General requirements

Education

higher in educational degree not lower than master's degree

Work experience

experience in public service positions of categories “B” or “B” or experience in local government bodies, or work experience in managerial positions of enterprises, institutions and organizations, regardless of the form of ownership, for at least two years.

3.

Proficiency in the state language

fluency in the state language.

Knowledge of legislation

Constitution of Ukraine, Criminal Procedure Code of Ukraine, Code of Ukraine on Administrative Offenses, Laws of Ukraine “On Prevention of Corruption”, “On State Secret”, “On State Service”, “On Operational and Investigative Activities”, “On the National Guard of Ukraine”, “On the National Police”, “About the Service security of Ukraine”, “On the fight against terrorism”, “On intelligence agencies of Ukraine”, “On counterintelligence activities”, “On the Foreign Intelligence Service of Ukraine”, “On the State Border Service of Ukraine” and other laws of Ukraine, decrees of the Verkhovna Council of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine in the fields of: ensuring the protection of human rights and freedoms, interests of society and the state, combating crime, maintaining public security and order, protecting the state border and protecting the sovereign rights of Ukraine; civil protection, protection of the population and territories from emergencies and preventing their occurrence, emergency management, rescue, fire and man-made safety, the activities of emergency and rescue services; migration (immigration and emigration), as well as on state secrets, mobilization training, defense and national security.

Professional or technical knowledge

on the organization and management of personnel;

rules for analysis and interpretation of Ukrainian legislation;

requirements of standard design techniques;

the procedure for the preparation of regulatory and regulatory acts, their approval and visitation;

operational-search, counter-intelligence and reconnaissance activities of units of the Central Intelligence Agency;

confidential cooperation in operational-search activities and criminal proceedings;

unspoken forms of obtaining information in operational-search activities and criminal proceedings;

office work, including secret, in central executive bodies, work with mobilization documents;

conducting legal and anti-discrimination examination of regulatory legal acts, including on issues of state secrets, mobilization training, defense and national security;

preparation of administrative, business documents, maintenance of official correspondence, preparation of analytical certificates;

secret office work.

4.

Special work experience

experience in carrying out legal expertise on compliance with the Constitution of Ukraine, the laws of Ukraine and the requirements of normative design techniques of draft regulations governing relations in the sphere of law enforcement activities and on issues of state secrets, mobilization training, defense and national security.

Priority in making the decision of the competition commission will be given to a candidate with experience in operational-search, intelligence, counterintelligence activities, as well as a candidate with access to state secrets.

Knowledge of modern information technologies

level of confident PC user. Knowledge of working with the office suite Microsoft Office (Word, Excel, Power Point). Free use of the legislative base Liga, the Internet, information bases.
