CONDITIONS

holding a tender for the position of public service category “B” — Deputy Head of the Department of Psychological Support of the Personnel Department of the Ministry of Internal Affairs of Ukraine

General conditions

Official duties

ensures the implementation of certain tasks and functions of the department;

develops draft legislative and regulatory acts in the areas of work of the department;

considers appeals from state authorities and local self-government bodies, public associations, enterprises, institutions and organizations, citizens on issues of competence of the department;

prepares, on behalf of the management, the necessary informational, analytical, statistical, reference materials, report notes, orders, abstracts for the speeches of the leadership of the Ministry and the Department;

participates in the preparation of materials for meetings, scientific and practical conferences, seminars, press conferences, briefings in the areas of psychological support of employees of the Ministry of Internal Affairs, central executive bodies, whose activities are directed and coordinated by the Minister, the main body of the military department of the National Guard of Ukraine, higher institutions educational and research institutions belonging to the sphere of management of the Ministry of Internal Affairs;

monitors compliance by employees of the department with the rules of internal service regulations, current legislation and regulations;

keeps records, analyzes and summarizes information on the work carried out on psychological support of combatants and their family members, rehabilitation of ATO participants, psychosocial assistance to families of hostages and victims and provides proposals for optimizing psychological support of the Ministry of Internal Affairs of Ukraine

Terms of pay

official salary — 12 100 UAH;

allowances, surcharges, bonuses and compensation in accordance with Article 52 of the Law of Ukraine “On Civil Service”;

increase to the official salary for the rank of civil servant in accordance with the Resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “The issue of remuneration of employees of state bodies” (as amended)

Information about the duration or indefinite duration of the appointment to the position

indefinitely;

 

the term of appointment of a person who has reached the age of 65 is one year with the right of re-appointment without the obligatory holding of a competition annually

1) application for participation in the competition indicating the main reasons for holding the position according to the form in accordance with Appendix 2 to the Procedure for holding a tender for public service positions, approved by the Resolution of the Cabinet of Ministers of Ukraine of March 25, 2016 No. 246 (as amended);

2) a summary in the form in accordance with Annex 2 1, in which the following information is necessarily indicated:

surname, first name, patronymic of the candidate;

details of the document certifying the identity and confirming the citizenship of Ukraine;

confirmation of the availability of an appropriate degree of higher education;

confirmation of the level of fluency in the state language;

information about work experience, civil service experience (if available), work experience in relevant positions in the relevant field defined in the competition, and in managerial positions (if applicable);

3) a statement informing that it is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Purge of Power”, and gives consent to the inspection and to the disclosure of information about it in accordance with the said Law.

General conditions

Official duties

participates in the development of draft regulations concerning personnel management, labor relations and public service;

carries out information-analytical and organizational work on management and department work;

prepares collections of regulatory documents and methodological developments on the work of the department, as well as elaborates regulations that come from other state bodies and central executive bodies;

ensures the implementation of laws and by-laws on the pension provision of former servicemen, persons of rank and chief staff;

studies the experience of foreign countries on pension provision of police and military personnel;

takes measures to enforce court decisions that have come into force;

ensures, within its competence, the implementation of regulations on the observance of equal rights and opportunities for women and men, prevents and combats discrimination on the basis of sex and sexual harassment;

ensures consideration of appeals of citizens, enterprises, institutions and organizations, officials, requests and appeals of people's deputies of Ukraine, requests for information on pension provision and social protection;

exercises other powers specified by law and carries out other directives of the Department's leadership

Terms of pay
