General conditions

Official duties

supervises the activities, organization and ensuring the implementation by the Department of the tasks and functions specified in the Regulation on the Department for International Cooperation, the Regulation on the Ministry of Internal Affairs, management orders, in particular, the execution by order of the management of tasks received from the government bodies of the highest level, in accordance with the powers of the structural unit;

ensures coordination of the activities of the Department, within the limits of the powers delegated to it, in a defined direction of work: organizational, legal, advisory, information, expert-analytical and other support of the activities of the structural unit, as well as, within the competence, represents the Ministry of Internal Affairs, promotes the establishment of cooperation, conducting negotiations, etc.;

responsible for monitoring, assessing the state of performance of tasks and functions assigned to the structural unit, monitoring compliance with executive discipline by subordinate structural units and employees;

participates in the formation, coordination and implementation of state policy in the field of international cooperation of the Ministry of Internal Affairs, the Ministry of Internal Affairs and the Central Intelligence Agency, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs;

formulates proposals for promising directions of development in the field of international cooperation;

ensures the interaction of the Ministry of Internal Affairs with representatives of law enforcement agencies of foreign states (liaison officers) at diplomatic missions of foreign states in Ukraine, representatives of domestic and foreign diplomatic institutions and international organizations;

ensures the performance of the functions of the Secretariat of the Ukrainian part of the Ukrainian-Italian Council for Economic, Industrial and Financial Cooperation and the Joint Ukrainian-French Intergovernmental Commission on Economic Cooperation (in agreement with the Ministry of Economic Development, Trade and Agriculture);

organizes events of an international nature with the participation of the leadership of the Ministry of Internal Affairs with the involvement of the structural units of the Ministry of Internal Affairs, the Main Service Center of the Ministry of Internal Affairs, institutions, institutions and enterprises belonging to the sphere of management of the Ministry of Internal Affairs, provides the preparation of information and analytical materials, and organizes and coordinates the implementation of agreements, achieved as a result of such measures;

organizes the development of draft regulations on matters falling within the competence of the Department and draft international treaties;

contribute, within its competence, to ensure the implementation of a unified state policy aimed at achieving equal rights and opportunities for women and men;

ensures, within its competence, the implementation of regulations on the observance of equal rights and opportunities for women and men, the prevention and combating of discrimination on the basis of sex and sexual harassment;

organizes and controls the work within its competence with citizens' appeals, requests for information, deputy requests and appeals;

ensures the preservation of information with limited access that became known during the performance of duties, as well as other information that, in accordance with the legislation of Ukraine, is not subject to disclosure;

performs other powers defined by the legislation of Ukraine and the instructions of the Minister

Terms of pay

official salary — 19 900 UAH;

allowances, surcharges, bonuses and compensation in accordance with Article 52 of the Law of Ukraine “On Civil Service”;

increase to the official salary for the rank of civil servant in accordance with the Resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “The issue of remuneration of employees of state bodies” (as amended)

Information about the duration or indefinite duration of the appointment to the position

indefinitely;

the term of appointment of a person who has reached the age of 65 is one year with the right of re-appointment without the obligatory holding of a competition annually

List of information required to participate in the competition and the deadline for its submission

1) application for participation in the competition indicating the main reasons for holding the position according to the form in accordance with Appendix 2 to the Procedure for holding a tender for public service positions, approved by the Resolution of the Cabinet of Ministers of Ukraine of March 25, 2016 No. 246 (as amended);

2) a summary in the form in accordance with Annex 2 1, in which the following ^information is necessarily indicated:

surname, first name, patronymic of the candidate;

details of the document certifying the identity and confirming the citizenship of Ukraine;

confirmation of the availability of an appropriate degree of higher education;

information about work experience, civil service experience (if available), work experience in relevant positions in the relevant field defined in the competition, and in managerial positions (if applicable);

3) a statement informing that it is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Purge of Power”, and gives consent to the inspection and disclosure of information about it in accordance with the said Law;

4) a copy of the State Certificate on the level of proficiency in the state language (extract from the register of State certificates on the level of proficiency in the state language), confirming the level of proficiency in the state language, determined by the National Commission on Standards of the State Language.

Qualification requirements

Education

Higher education with an educational degree is not lower than a master's degree in the specialty “International Relations”, “Foreign Policy”, “International Law”.

2.

Work experience

Experience in public service positions of categories “B” or “B” or experience of service in local self-government bodies, or experience in managerial positions of enterprises, institutions and organizations, regardless of the form of ownership for at least two years

Proficiency in the state language

Proficiency in a foreign language
