1. How to get an extract from the Unified Register of Missing Persons under Special Circumstances.

Information on the presence or absence of information about a person in the Unified Register of Persons Missing in Special Circumstances (hereinafter referred to as the Register) is provided in the form of an Extract in the manner prescribed by the Order of the Ministry of Internal Affairs No. 535 of August 29, 2022 “On Approval of the Regulation on the Unified Register of Missing Persons under Special Circumstances”. Lifts are provided free of charge.

To obtain the Extract, it is necessary to submit to the Office for Missing Persons in Special Circumstances (Secretariat of the Commissioner for Missing Persons in Special Circumstances):

  • request for an extract (the request is submitted in an arbitrary form with the obligatory indication of the surname, first name, patronymic, date of birth of the person in respect of whom the request is made; degree of kinship with the person; postal or e-mail address where it is necessary to send the extract);
  • a copy of the identity document;
  • copies of documents confirming family ties with the person in respect of whom the request is made.

2. Who can submit a Request for an Extract from the Unified Register of Missing Persons in Special Circumstances?

A request for an Extract from the Unified Register of Persons Missing for Personal Circumstances may be submitted by:

  • persons who were considered missing under special circumstances, whose place of stay has been established;
  • relatives of persons missing in special circumstances, namely close relatives and family members of the person.


In accordance with Art. 1 of the Law of Ukraine “On the Legal Status of Persons Missing in Special Circumstances” close relatives and family members of a person missing under special circumstances are husband, wife, father, mother, stepfather, stepmother, son, daughter, stepson, stepdaughter, sibling, relative sister, grandfather, grandmother, great-grandfather, great-grandmother, grandson, granddaughter, great-grandson, great-granddaughter, adoptive or adopted, guardian or guardian, person under guardianship or guardianship, and cohabitants, are bound by cohabitation and have mutual rights and obligations people, including people who living together, but not married.

4. What is the deadline for providing the Extract from the Unified Register of Persons Missing for Personal Circumstances?

According to the Regulation on the Unified Register of Persons Missing in Special Circumstances, approved by the Order of the Ministry of Internal Affairs of 29.08.2022 No. 535, Extracts are provided within 10 working days.

5. Where to apply for a search for a missing person under special circumstances?

Application for the search for a missing person under special circumstances, according to Art. 18 of the Law of Ukraine “On the Legal Status of Persons Missing in Special Circumstances” is submitted to the relevant territorial body of the National Police of Ukraine.

An application for the search for a missing person under special circumstances may be submitted by a relative of such person, a representative of a military formation, a state authority, a local government body, a public association or any other person who has become aware of the disappearance.

An application for a search for a missing person under special circumstances may be submitted to the Commissioner for Missing Persons if his relatives, representatives of a military formation, a state authority, a local self-government body, a public association or any other the person who became aware of the disappearance of the person.

7. Who enters the information in the Unified Register of Persons Missing in Special Circumstances?

A single register of missing persons under special circumstances is created to accumulate and centralize information and data about such persons, as well as accounting for information necessary for their effective search.

The information specified in the application for the search for a missing person under special circumstances, previously submitted to the National Police, in accordance with Article 18 of the Law of Ukraine “On the Legal Status of Persons Missing in Special Circumstances” will be entered into the Unified Register of Persons Missing under Personal Circumstances, after Authorized the appropriate inspections.

8. Is the date of disappearance of a person identical to the date of acquisition of the status of persons missing under special circumstances?

In accordance with Article 4 of the Law of Ukraine “On the Legal Status of Persons Missing in Special Circumstances”, a person acquires the status of a person who has disappeared under special circumstances, from the moment of entering the information contained in the application for the fact of disappearance in the Unified Register of Persons Missing for Special Circumstances circumstances, in the manner provided for in this Law, and shall be deemed to have disappeared under special circumstances, from the moment the applicant submits an application for the fact of disappearance of a person.

In view of the foregoing, the extract indicates the date of entry of information about a person into the Register, which, according to the Law, is the date of acquisition of the status of a missing person under special circumstances. The Extract also indicates the date of registration of the search application. These dates do not coincide with the date of disappearance of a person, which is recorded by the pre-trial investigation authorities in criminal proceedings, within the framework of which the search for a person is carried out.

According to Article 18 of the Law, the information specified in the application for the search for a missing person under special circumstances must be entered in the Register after receiving information from the National Police of Ukraine about the disappearance of a person under special circumstances or information on the receipt of information about the person's disappearance under special circumstances. statements about the search for such a person.

8. Where to go if an error is found in the Extract?

If the Extract reveals an error in the constituent data of a person, it is necessary to apply in writing to the Office for Missing Persons in Special Circumstances (Secretariat of the Commissioner for Missing Persons in Special Circumstances) and attach copies of documents to the application, on the basis of which it is possible to make appropriate changes.
