In implementation of Article 29 of the Law of Ukraine “On the National Security of Ukraine” and in connection with the approval by the Cabinet of Ministers of Ukraine (Protocol of the Cabinet of Ministers of Ukraine dated September 15, 2023 No. 101) of the Report on the Results of the Review of Public Security and Civil Protection, carried out in implementation of the Decree of the President of Ukraine dated December 23, 2022 № 883 “On the Decision of the Council of the National Security and Defense of Ukraine dated December 23, 2022 “On conducting a review of public security and civil protection”, the Ministry of Internal Affairs of Ukraine has started development Strategies of Public Security and Civil Protection of Ukraine (hereinafter referred to as the Strategy).

The purpose of developing this Strategy is to achieve a balance between the interests of the state, society and the rights and freedoms of man and citizen while ensuring public security and civil protection during the period of the legal regime of martial law and in the interim period after the end of hostilities in accordance with the practice of the democratic European states.
