Modified Draft Resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Typical Training Program for Training and Retraining of Vehicle Drivers”

We inform you about the publication on August 12, 2020 on the official website of the Ministry of Internal Affairs of Ukraine (www.mvs.gov.ua) of the revised draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Standard Training Program for Training and Retraining of Vehicle Drivers” (hereinafter — the draft resolution).

The draft resolution is designed to harmonize typical training programs for the training and retraining of vehicle drivers to international requirements on theoretical knowledge, as well as skills and behavior of the driver when driving vehicles for adequate road safety.

Typical training programs for the training and retraining of vehicle drivers need to be modified in order to properly organize the preparatory process of the acquisition by persons of theoretical and practical knowledge, skills in vehicle management with the necessary specialization of the variable component, as well as in order to systematize, harmonize and adapt the material on the training and retraining of drivers vehicles in categories according to international standards.

To solve problematic issues regarding the provision of high-quality training and retraining on theoretical knowledge (additional theoretical knowledge) on the Rules of the Road, the structure and operation of vehicles, the basics of traffic safety and the provision of home medical care, solving problematic issues on improving the level of road safety, creating safe and comfortable conditions for road users (one of the key tasks of Directive 2006/126/EC), the establishment of appropriate requirements for the systematization of vehicle management topics (modules), in particular their form and content for all and individual categories of vehicles, requirements for theoretical training and retraining, 20-hour retraining of vehicle drivers, as well as skills and behavior for practical training and retraining of drivers of vehicles, a draft resolution has been developed, which provides for the introduction of certain amendments to the Standard Training Program the provision and retraining of drivers of vehicles, approved by the Resolution of the Cabinet of Ministers of Ukraine of March 02, 2010 No. 229.
