Article 14 of the Law of Ukraine “On Security Activities” provides that security personnel are trained, trained, retrained, advanced training in educational institutions of various forms of ownership. Training of security personnel of 1-3 categories can also be carried out by subjects of security activities. The training programs, the procedure and level of training, the terms of training, retraining (specialization) and professional development of security personnel shall be determined by a specially authorized central executive body in the field of education and science, youth and sports in agreement with the central executive body in the field of security activities.

Paragraph 15 of the License Conditions stipulates that security guards, security guards must belong to the staff of the subject of security activities and, depending on the protected object, comply with the qualification requirements defined by the order of the Ministry of Labor of December 29, 2004 No. 336 “On the approval of Issue 1 “Occupations of workers common to all types of economic activity” Directory of qualification characteristics of the professions of employees”. The level of compliance with the qualification requirements is documented in accordance with the legislation.

Certificates of awarding the qualification of a guard and/or security guard (hereinafter referred to as the Certificate) are issued by legal entities and individuals who have a license of the Ministry of Education and Science of Ukraine for educational activities.

A certificate is a document that confirms that its owner has the necessary knowledge and skills to perform the duties of a security guard and/or security guard.
