Announcement of selection for the vacant position of Chief Specialist of Department No. 1 of the Main Directorate for De-Occupation and Reintegration of the Autonomous Republic of Crimea and Other Temporarily Occupied Territories of Ukraine of the Directorate of Strategic Planning and European Integration of the Ministry of Internal Affairs of Ukraine (position 1)

Chief Specialist of Division No. 1 of the Main Directorate for De-Occupation and Reintegration of the Autonomous Republic of Crimea and Other Temporarily Occupied Territories of Ukraine of the Directorate of Strategic Planning and European Integration of the Ministry of Internal Affairs of Ukraine (position 1), category “B”

Official duties

1. Analyzes the security problems and the effectiveness of the implementation of the directions of activity of the Ministry of Internal Affairs in the field of de-occupation and reintegration of temporarily occupied territories in accordance with the competence, together with the central executive bodies, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs of Ukraine (hereinafter — CEV), and the National Guard of Ukraine (hereinafter referred to as NGU) prepares proposals of the Ministry of Internal Affairs for draft priority action plans of the Government.

2. Takes measures to ensure the formation of state policy in the field of de-occupation and reintegration of temporarily occupied territories, as well as ensuring its compliance with the programs of the Cabinet of Ministers of Ukraine, priority action plans of the Government, other state policy documents, prepares relevant proposals if necessary.

3. Provides coordination and control over the implementation by the structural units of the Ministry of Internal Affairs, legislation and regulatory acts relating to the de-occupation and reintegration of the temporarily occupied territories of Ukraine, and supervises their implementation.

4. Develops measures and makes proposals for the formation of goals and priorities of the Ministry of Internal Affairs in the field of de-occupation and reintegration of temporarily occupied territories Provides preparation of proposals of the Ministry of Internal Affairs for the programs of the Cabinet of Ministers of Ukraine in accordance with the competence of the Directorate.

5. Makes proposals for improving the activities of the bodies of the Ministry of Internal Affairs system in the field of de-occupation and reintegration of temporarily occupied territories, providing the structural units of the Ministry of Internal Affairs apparatus with the necessary methodological and advisory assistance.

6. On behalf of the management, he is directly involved in the development of draft regulations on the formation of state policy in the field of de-occupation and reintegration of temporarily occupied territories in accordance with the competence of the Ministry of Internal Affairs.

7. Within the scope of competence, participates in the elaboration and implementation of professional expertise of draft regulations developed by the bodies of the Ministry of Internal Affairs system and submitted for approval of the Minister, as well as draft regulations developed by other CEAS and submitted for approval to the Ministry of Internal Affairs or CEV.

8. Participates in monitoring the information environment of the temporarily occupied territories to identify existing information challenges and threats in the sphere of public security and public order, civil protection, state border security and migration processes; ensuring within the competence the implementation of a system of strategic communications to respond to such challenges and threats.

9. Carries out, in the prescribed manner, the preparation of materials for the prompt informing of the leadership of the Ministry of Internal Affairs about events that can cause a significant public resonance, carry a potential threat to law order, human security, society and the state from the temporarily occupied territories.

10. In accordance with the competence, it considers appeals and requests of individuals and legal entities (including requests for public information), parliamentary appeals and requests of People's Deputies of Ukraine and their timely processing in the manner and time specified by the legislation of Ukraine

Terms of pay

Official salary according to the staffing table in the amount of 10,600 hryvnias.

Increase to the official salary by rank in accordance with the resolution of the Cabinet of Ministers of Ukraine of January 18, 2017. No. 15 “Issues of remuneration of employees of state bodies” (with amendments).

Other allowances, surcharges and bonuses — in accordance with Article 52 of the Law of Ukraine “On Civil Service”

Information about the term of appointment to the position

For the period of quarantine established by the Cabinet of Ministers of Ukraine in order to prevent the spread in Ukraine of the acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus and until the date of determination of the winner by the head of the public service according to the results of competitive selection in accordance with the legislation

The list of information required for appointment to a vacant position, including the form, addressee and deadline for its submission

A person wishing to participate in the selection for appointment to a vacant position shall submit the following information through the Unified State Service Vacancies Portal:

1) a statement indicating the main reasons for taking office in the form in accordance with Appendix 1 to the Procedure for Appointment to Public Service Positions for the period of quarantine established in order to prevent the spread in Ukraine of the acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus, approved by the Resolution of the Cabinet of Ministers Law of Ukraine dated April 22, 2020 No. 290 (hereinafter referred to as the Order);

2) a resume in the form in accordance with Appendix 2 to the Procedure;

3) a statement informing that it is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Purge of Power”, and gives consent to the inspection and to the disclosure of information about it in accordance with the said Law.

Appendices to the application are not mandatory for submission.
