Official duties |
1. Manages the work of the department, bears personal responsibility for the results of its activities, high-quality and effective performance of assigned tasks. 2. Ensures analysis of security problems and effectiveness of implementation of the directions of activity of the Ministry of Internal Affairs in the field of de-occupation and reintegration of temporarily occupied territories in accordance with the competence, together with the central executive bodies, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs of Ukraine (hereinafter — CEV), and the National Guard of Ukraine (hereinafter referred to as NGU) prepares proposals of the Ministry of Internal Affairs for draft priority action plans of the Government. 3. Organizes measures to ensure the formation of state policy in the field of de-occupation and reintegration of temporarily occupied territories in accordance with the programs of the Cabinet of Ministers of Ukraine, priority action plans of the Government, other state policy documents, prepares relevant proposals if necessary. 4th. Provides coordination and control over the implementation by structural units of the Ministry of Internal Affairs, NGU, CEV, requirements of legislation and regulatory legal acts relating to de-occupation and reintegration of temporarily occupied territories of Ukraine, and supervises their implementation. 5. Makes proposals for the formation of goals and priorities of the Ministry of Internal Affairs in the field of de-occupation and reintegration of temporarily occupied territories. Organizes the preparation of proposals of the Ministry of Internal Affairs for the activity programs of the Cabinet of Ministers of Ukraine in accordance with the competence of the Directorate. 6th. Submits proposals for improving the activities of the CEV and NGU, their territorial bodies, enterprises, institutions and organizations in the field of de-occupation and reintegration of temporarily occupied territories, providing the structural units of the apparatus of the Ministry of Internal Affairs with the necessary methodological and advisory assistance. 7th. On behalf of the management organizes work on the development of draft regulations on the formation of state policy in the field of de-occupation and reintegration of temporarily occupied territories in accordance with the competence of the Ministry of Internal Affairs. 8. Participates in the elaboration and implementation of professional expertise of draft regulations developed by the bodies of the Ministry of Internal Affairs system and submitted for approval of the Minister, as well as draft regulatory acts developed by Ministries, other CEOS and submitted for approval to the Ministry of Internal Affairs or CEV. 9th. Organizes monitoring of the information environment of the temporarily occupied territories to identify existing information challenges and threats in the sphere of public security and public order, civil protection, state border security and migration processes, ensuring within the competence the implementation of a system of strategic communications for responding to such challenges and threats. 10. Provides the preparation of materials for the prompt informing of the leadership of the Ministry of Internal Affairs about events that can cause a significant public resonance, carry a potential threat to law order, human security, society and the state from the temporarily occupied territories. 11. Promotes the implementation of a unified state policy aimed at achieving equal rights and opportunities for women and men within their powers, observance within the competence of the principle of ensuring equal rights and opportunities for women and men in their activities, ensuring within the competence the implementation of regulations on the observance of equal rights and opportunities for women and men, preventing and countering discrimination on the basis of sex and sexual harassment. 12. In accordance with the competence, it considers appeals and requests of individuals and legal entities (including requests for public information), appeals and requests of People's Deputies of Ukraine and their timely processing in the manner and time specified by the legislation of Ukraine |
Terms of pay |
Official salary according to the staffing table in the amount of 13 700 hryvnia. Increase to the official salary by rank in accordance with the resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “Issues of remuneration of employees of state bodies” (with amendments). Other allowances, surcharges and bonuses — in accordance with Article 52 of the Law of Ukraine “On Civil Service” |

A person wishing to participate in the selection for appointment to a vacant position shall submit the following information through the Unified State Service Vacancies Portal: 1) a statement indicating the main reasons for taking office in the form in accordance with Appendix 1 to the Procedure for Appointment to Public Service Positions for the period of quarantine established in order to prevent the spread in Ukraine of the acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus, approved by the Resolution of the Cabinet of Ministers Law of Ukraine dated April 22, 2020 No. 290 (hereinafter referred to as the Order); 2) a resume in the form in accordance with Appendix 2 to the Procedure; 3) a statement informing that it is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Purge of Power”, and gives consent to the inspection and to the disclosure of information about it in accordance with the said Law. Appendices to the application are not mandatory for submission. A person who has expressed a desire to participate in the selection for appointment to a vacant position may submit additional information confirming compliance with the requirements set out in the advertisement, in particular in relation to work experience, professional competences, reputation (characteristics, recommendations, scientific publications, etc.).
