CONDITIONS

holding a tender for the position of public service category “B” — Director of the Directorate of Civil Protection, Prevention of Emergencies and Elimination of their Consequences of the Ministry of Internal Affairs of Ukraine

General conditions

Official duties

makes proposals to the Minister of Internal Affairs of Ukraine on the formation of state policy in the spheres of civil protection, protection of the population and territories from emergencies and prevention of their occurrence, elimination of the consequences of emergency situations, rescue, fire extinguishing, fire and man-made safety, activities of emergency and rescue services, as well as hydrometeorological activities;

organizes and ensures the development of draft regulatory and administrative acts in the field of activity of the State Emergency Service;

within the competence issues organizational and administrative acts and gives instructions on the activities of the Directorate, exercises control over their implementation;

makes proposals to the management of the Ministry of Internal Affairs for improving the work of the Directorate;

informs the management of the Ministry of Internal Affairs about the results of the analysis of the reports of the apparatus of the State Emergency Service on the implementation of work plans and tasks assigned to it, on the elimination of violations and shortcomings identified during inspections of the activities of the State Emergency Service, enterprises, institutions and organizations belonging to its management, as well as on bringing to justice the officials responsible in committed violations;

makes proposals to the State Secretary of the Ministry of Internal Affairs on the appointment and dismissal of civil servants of the Directorate, assigning them ranks, establishing surcharges, allowances, bonuses, their encouragement, including state awards, and bringing them to disciplinary responsibility;

organizes and monitors compliance by employees of the Directorate of the Constitution, laws of Ukraine, execution of acts and orders of the President of Ukraine, acts of the Cabinet of Ministers of Ukraine, orders and orders of the Ministry of Internal Affairs;

contribute, within its competence, to ensure the implementation of a unified state policy aimed at achieving equal rights and opportunities for women and men;

exercises other powers in accordance with the tasks provided for in the Regulation and other regulatory acts;

Terms of pay

official salary — 19 900 UAH;

allowances, surcharges, bonuses and compensation in accordance with Article 52 of the Law of Ukraine “On Civil Service”;

increase to the official salary for the rank of civil servant in accordance with the Resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “The issue of remuneration of employees of state bodies” (as amended)

Information about the duration or indefinite duration of the appointment to the position

indefinitely;

 

the term of appointment of a person who has reached the age of 65 is one year with the right of re-appointment without the obligatory holding of a competition annually

List of information required to participate in the competition and the deadline for its submission

1) application for participation in the competition indicating the main reasons for holding the position according to the form in accordance with Appendix 2 to the Procedure for holding a tender for public service positions, approved by the Resolution of the Cabinet of Ministers of Ukraine of March 25, 2016 No. 246 (as amended);

2) a summary in the form in accordance with Annex 2 1, in which the following information is necessarily indicated:

surname, first name, patronymic of the candidate;

details of the document certifying the identity and confirming the citizenship of Ukraine;

confirmation of the availability of an appropriate degree of higher education;

information about work experience, civil service experience (if available), work experience in relevant positions in the relevant field defined in the competition, and in managerial positions (if applicable);

3) a statement informing that it is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Purge of Power”, and gives consent to the inspection and disclosure of information about it in accordance with the said Law;

4) a copy of the State Certificate on the level of proficiency in the state language (extract from the register of State certificates on the level of proficiency in the state language), confirming the level of proficiency in the state language, determined by the National Commission on Standards of the State Language.
