Official duties

reports to the head of the Department official correspondence, monitors its timely consideration and execution of orders (letters) received from the Verkhovna Rada of Ukraine, the Office of the President of Ukraine, the Cabinet of Ministers of Ukraine, deputy appeals and requests, appeals of state authorities and local authorities organizations, public associations, enterprises, institutions and organizations, citizens, compliance with the deadlines for the execution of control documents;

develops and participates in the development of draft laws and other regulations on issues related to the competence of the Office. Ensures the elaboration of decrees of the President of Ukraine, legislative and regulatory acts, orders of the Ministry of Internal Affairs, other administrative documents;

participates in the preparation of plans, reports on the main areas of activity of the Office and work plans of the Ministry of Internal Affairs in terms of aviation application for the next year. Develops proposals on priority areas of work and draft work plans, makes proposals to the management of the Directorate and the Ministry of Internal Affairs to improve the process of planning, control and coordination of the use of aviation;

ensures the implementation of organizational measures for the implementation of the Agreement between the Government of Ukraine and the Government of the French Republic on official support in the establishment of a unified aviation security and civil protection system in Ukraine and the fulfillment of the terms of the Contract for the Procurement of Goods and Services concluded on 29 August 2018 between the Ministry of Internal Affairs, SE “UATP “Khorov-Avia” and the company “Airbus Helicopters”, within the competence of the Administration;

ensures compliance with the established procedure for the exchange of information between the Department and the structural units of the Ministry of Internal Affairs apparatus, territorial bodies, institutions, institutions and enterprises belonging to the sphere of management of the Ministry of Internal Affairs, aviation units of the Ministry of Internal Affairs and the Central Intelligence Agency;

organizes and supervises the work with citizens' appeals, deputy requests and parliamentary appeals, requests for public information on issues within the competence of the Office;

ensures the implementation of organizational measures for the implementation of the State investment project “Creation of a unified system of aviation security and civil protection in Ukraine”;

provides interaction with the aviation units of NGU and CEV on strategic forecasting and planning, as well as their development, development, elaboration and submission to the Minister for consideration of draft legislative and regulatory acts on activities related to the use of aviation;

by order of the leadership of the Ministry of Internal Affairs, organizes official investigations into the activities of the leadership of the bodies of the military aviation department of the Main Directorate of the NGU, the Directorate of Aviation and Police on the Water of the NPU, the Aviation Department of the State Border Protection Department of the State Border Protection, the Directorate of Aviation and Aviation Search and Rescue of the State Emergency Service;

ensures monitoring of the state of implementation of the tasks and functions assigned to them by aviation units of NGU and CEV, analyzes the causes and conditions that contribute to the occurrence of deficiencies in their activities, and develops proposals to improve the efficiency of their service activities to the management of NGU, CEV and the Ministry of Internal Affairs;

participates in the elaboration of plans of the aviation units of NGU and CEV for the implementation of tasks related to the use of aviation, provides analysis of their implementation

Terms of pay

official salary — 15 100 UAH;

allowances, surcharges, bonuses and compensation in accordance with Article 52 of the Law of Ukraine “On Civil Service”;

increase to the official salary for the rank of civil servant in accordance with the Resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “The issue of remuneration of employees of state bodies” (as amended)

Information about the duration or indefinite duration of the appointment to the position

indefinitely;

the term of appointment of a person who has reached the age of 65 is one year with the right of re-appointment without the obligatory holding of a competition annually

Official duties

ensures the exchange of information in the prescribed manner between the Directorate and structural units of the Ministry of Internal Affairs, state authorities and local self-government bodies, aviation units of the National State University of Ukraine and the CEV (hereinafter referred to as the CEV), whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs Ukraine, on matters falling within the competence of the department;

participates in the development, elaboration of draft legislative and regulatory acts, certain provisions of comprehensive state programs in the field of aviation application of the NGU and CEV;

monitors the state of implementation of the tasks and functions assigned to them by the aviation units of the NGU and the CEV, analyzes the causes and conditions contributing to the occurrence of deficiencies in their activities, and develops proposals to improve the efficiency of their service activities;

analyzes the state of work on the use of aviation by aviation units of NGU and CEV, prepares relevant information-analytical materials on this issue;

provides coordination of work with the aviation units of the NGU and the CEV, as well as the structural units of the Ministry of Internal Affairs on the implementation of the terms of the Contract for the purchase of goods and services concluded on August 29, 2018 between the Ministry of Internal Affairs, the State Enterprise “UATP “Khorov-Avia” and the company “Airbus Helicopters”, on the implementation of activities related to the creation of a unified system of aviation security and civil protection in Ukraine (in the direction of aviation and technical support);

participates in the preparation of textual and statistical materials, report notes, references for making relevant management decisions by the management of the Department and the Ministry;

qualitatively and timely considers letters received from the Verkhovna Rada of Ukraine, the Office of the President of Ukraine, the Cabinet of Ministers of Ukraine, appeals, requests of people's deputies of Ukraine, state authorities and local self-government bodies, public associations, enterprises, institutions and organizations, citizens, requests (letters) of structural substructures departments of the apparatus of the Ministry, NGU and CEV;

responsible for documentary support and paperwork in the Office. Carries out registration and accounting of documents, ensures their timely transfer to the ADSD of the DZDA of the Ministry of Internal Affairs and structural divisions of the apparatus of the Ministry of Internal Affairs, including with the use of the electronic document flow system;

elaborates current documents of daily activities, which are sent for execution by the immediate head and head of the Department.
