Conditions for holding a tender for the position of public service category “B” — Deputy Head of the Human Rights Monitoring Department — Head of the Gender Equality Department of the Ministry of Internal Affairs of Ukraine

General conditions

Official duties

within the limits of powers organizes the work of the Department and the Department, ensures the high-quality and effective performance of the tasks and functions assigned to the Office, as well as controls the official activities of subordinate employees and the distribution of official duties between them;

analyzes the state of ensuring equal rights and opportunities for women and men in the activities of the Ministry of Internal Affairs, the National Guard of Ukraine and the Central Intelligence Agency. Makes suggestions to the Head of the Department on responding to violations of gender equality;

provides advisory assistance to the structural units of the Ministry of Internal Affairs, the National Guard of Ukraine and the Central Intelligence Agency on ensuring equal rights and opportunities for women and men;

Coordinates the sector's coordination activities in the areas of combating trafficking in human beings, preventing domestic violence and upholding the rights of the child;

organizes and supervises the implementation of consideration and execution by employees of the department of requests, appeals of people's deputies of Ukraine and appeals of citizens on ensuring equal rights and opportunities for women and men, other documents coming from state authorities, enterprises, institutions and organizations;

provides the preparation of analytical reports and other documents to the leadership of the Ministry of Internal Affairs on ensuring equal rights and opportunities for women and men;

participates in the development of draft regulatory acts concerning the activities of the Ministry of Internal Affairs, the National Guard of Ukraine and the CEV on ensuring equal rights and opportunities for women and men and, if necessary, participates in conducting their expertise;

in its activities adheres to the principle of ensuring equal rights and opportunities for women and men. Within its powers, contributes to ensuring the implementation of a unified state policy aimed at achieving equal rights and opportunities for women and men;

ensures the implementation of regulations on the observance of equal rights and opportunities for women and men, the prevention and combating of discrimination on the basis of sex and sexual harassment;

submits proposals to the Head of the Department on the appointment, dismissal, transfer of employees of the Department and the Department, as well as on the need to improve their qualifications

Terms of pay

official salary — 15 100 UAH;

allowances, surcharges, bonuses and compensation in accordance with Article 52 of the Law of Ukraine “On Civil Service”;

increase to the official salary for the rank of civil servant in accordance with the Resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “The issue of remuneration of employees of state bodies” (as amended)

1) an application for participation in the competition indicating the main reasons for holding a position in accordance with the form in accordance with Appendix 2 of the Procedure for holding a tender for public service positions, approved by the Resolution of the Cabinet of Ministers of Ukraine of March 25, 2016 No. 246 (as amended);

2) a summary in the form in accordance with Annex 2 1, in which the following information is necessarily indicated:

surname, first name, patronymic of the candidate;

details of the document certifying the identity and confirming the citizenship of Ukraine;

confirmation of the availability of an appropriate degree of higher education;

confirmation of the level of fluency in the state language;

information about work experience, civil service experience (if available), work experience in relevant positions in the relevant field defined in the competition, and in managerial positions (if applicable);

3) a statement informing that it is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Purge of Power”, and gives consent to the inspection and to the disclosure of information about it in accordance with the said Law.

General conditions

Official duties

on behalf of the Head of the Sector and the management of the Department, the Office develops documents on the field of activities on the observance of the rights of the child, the prevention of domestic violence and the fight against trafficking in human beings;

participates in the analysis of the causes and conditions leading to violations of human and citizen rights in the activities of the Ministry of Internal Affairs, the National Guard of Ukraine and the Central Intelligence Agency, makes proposals for responding to such violations and eliminating negative factors contributing to them;

processes requests, appeals of people's deputies of Ukraine, appeals of citizens and other documents that come to the Office of State Authorities, other institutions and organizations on issues related to the areas of activity of the sector;

participates in the development of draft regulatory acts relating to the activities of the Ministry of Internal Affairs, the National Guard of Ukraine and the CEV;

prepares analytical materials within the competence of the sector;

complies with the rules of internal labor regulations, official and executive discipline, the rules of clerical work and preservation of documents;

performs its duties in accordance with their distribution, complies with the requirements of the provisions of labor protection, fire safety and other protection and safety measures

Terms of pay

official salary — UAH 10,600;

allowances, surcharges, bonuses and compensation in accordance with Article 52 of the Law of Ukraine “On Civil Service”;
