Notice on the publication of the draft order of the Ministry of Internal Affairs “On amendments to the Instruction on the procedure for passing exams for obtaining the right to drive vehicles and issue driver's licenses”
In compliance with the requirements of Article 9 of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity”, we inform you about the publication on the official website of the Ministry of Internal Affairs (www.mvs.gov.ua) of the draft order of the Ministry of Internal Affairs “On Amendments to the Instruction on the Procedure for Taking Exams for Obtaining the Right of Management transportation of vehicles and issuance of driver's licenses” (hereinafter referred to as the draft order).
The draft order was developed by the Ministry of Internal Affairs in accordance with the requirements of the Resolution of the Cabinet of Ministers of Ukraine of April 03, 2019
No. 320 “On Amendments to Certain Decisions of the Cabinet of Ministers of Ukraine”, which amended, including the Regulations on the Procedure for Issuing Driver's Licenses and Admission to Citizens management of vehicles, approved by the Resolution of the Cabinet of Ministers of Ukraine of May 8, 1993 No. 340.
The development and adoption of the order is due to the need to improve the mechanism of state regulation of the procedure for issuing driver's licenses and admission of citizens to drive vehicles, as well as to eliminate existing gaps in legislation.
In addition, the draft order provides for the establishment of the procedure for the use of technical means of control during the passing of exams, the preservation of information obtained through them and access to it, which, in turn, will ensure the prevention of manifestations of abuse of power and official positions during the passing of exams for obtaining driver's licenses.
