Resolution of the Cabinet of Ministers of Ukraine dated September 16, 2020 No. 844 “On approval of samples of forms and technical descriptions of forms of national and international driver's licenses, vehicle registration certificates, temporary vehicle registration cards and samples of identification automobile license plates of Ukraine and contributions amendments to certain resolutions of the Cabinet of Ministers of Ukraine” (hereinafter — Resolution No. 844), which approved, in particular, samples and technical descriptions of forms of national driver's license, vehicle registration certificates, for There are three levels of protection.
A national driver's license is a document certifying the identity and its special status in terms of confirming the right of its owner to drive vehicles. A vehicle registration certificate is a document confirming the registration of a vehicle and its admission to road traffic.
With the development of technology, new methods of falsification are emerging, in particular, national driver's license forms and vehicle registration certificates, which requires precautions to be taken.
The draft resolution amends the technical description of the form of the national driver's license (Annex 2 of Resolution No. 844), according to which the application of the national driver's license forms and vehicle registration certificates of a special marking consisting of three letters and six digits is introduced on the protective cover of the forms of the national driver's license and vehicle registration certificates for additional protection of these documents and additional accounting for the use of protective coating (film) in service centers of the Ministry of Internal Affairs.
In addition, the draft resolution proposes to supplement the technical description of the vehicle registration certificate form (Annex 6 to Resolution No. 844) with provisions that would specify the purpose of entering a QR code on the vehicle registration certificate form. In particular, it is assumed that the QR code will contain a link to the relevant electronic service located on the official website of the Main Service Center of the Ministry of Internal Affairs, which will provide an opportunity to check the information entered in such a certificate form and confirm its validity.
