In accordance with Articles 9, 13 of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity” (hereinafter — the Law), we announce the publication on May 26, 2023 on the official website of the Ministry of Internal Affairs of Ukraine of the draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Decisions of the Cabinet of Ministers of Ukraine Regulations of Ukraine dated May 08, 1993 No. 340 and September 7, 1998 No. 1388” (hereinafter referred to as the draft resolution): https://mvs.gov.ua/normativna-baza-mvs/proekti-normativnix-aktiv/povidomlennia-pro-opriliudnennia-projektu-postanovi-kabinetu-ministriv-ukrayini-pro-vnesennia-zmin-do-postanov-kabinetu-ministriv-ukrayini-vid-08-travnia-1993-r-340-i-vid-07-veresnia-1998-r-1388.
The draft resolution envisages amending Appendix 7 to the Procedure for State registration (re-registration), deregistration of cars, buses, as well as self-propelled vehicles designed on the chassis of cars, motorcycles of all types, brands and models, trailers, semitrailers, motorcycles, other equivalents vehicles and mopeds attached to them, approved by the Resolution of the Cabinet of Ministers of Ukraine of September 07, 1998 No. 1388, which excludes the requirement to submit documents confirming the right of ownership or use of a multifunctional device retransfer printing, which ensures the printing of vehicle registration certificate forms for business entities that intend to participate in the state registration of new vehicles exclusively with the issuance of electronic registration certificates, without producing them on the forms.
The draft resolution introduces the possibility for individuals to order in electronic form through the means of the electronic driver's office and the Diia Portal services, in particular from: exchange of a driver's license made on a form for a driver's license in electronic form; state registration (re-registration), deregistration of vehicles; issuance of stamps time registration voucher in connection with the granting of the right to drive a vehicle to another natural person; issuance of a vehicle registration certificate in the name of another natural person making a trip abroad.
In addition, the draft resolution proposes to conduct practical examinations for the right to drive vehicles of categories A1, A, B1 exclusively on the initial driving training sites, and category B — exclusively in traffic conditions on routes defined by the territorial service center of the Ministry of Internal Affairs.
