Position of the National Police on “Covid Amnesty”: Persons who did not use a fake certificate are exempt from liability

Offenders who have produced, sold or used a fake COVID certificate must answer before the Law. This was discussed today, November 9, during the briefing of the head of the National Police of Ukraine.

According to the head of the department, the complex of investigative measures carried out by the police in each case of falsification of COVID documentation provides an opportunity to quickly and in detail study the origin of the certificate.

Igor Klymenko stressed that currently the Ministry of Health, the Verkhovna Rada of Ukraine, the Chamber of Deputies, the Ministry of Internal Affairs are developing legal grounds for exemption from liability of citizens who purchased but did not use a fake certificate.

“I understand that a lot of people have stepped down and bought these certificates. If you have not used a knowingly forged certificate, we must now work out the legal mechanism that will allow you to avoid liability. On the other hand, we have to identify the natural or legal person who was engaged in the manufacture, sale or transfer of this certificate”, - said the head of the National Police of Ukraine.

At the same time, he noted that these legal norms will be developed in the coming days.
