Cyber police of Khmelnytskyi region exposed a group of persons in the manufacture and sale of fake COVID certificates
Two doctors, through intermediaries, offered to manufacture electronic COVID certificates without carrying out the vaccination procedure. Such a service cost from 2,800 to 3200 hryvnias for one dose of vaccine. According to preliminary data, every week they “vaccinated” more than 100 citizens. At the moment, three figures have been notified of suspicion.
The offense was exposed by the cyber police of Khmelnytskyi region together with the investigative department and the department of the migration police of the regional head.
Two doctors and several nurses of one of the medical institutions of Khmelnytskyi produced fake COVID certificates. According to preliminary data, every week they submitted more than 100 records for fake vaccination to the electronic health system. As a result, unvaccinated citizens received COVID certificates.
The cost of a fake certificate of vaccination with one dose ranged from 2800 to 3200 hryvnia. Currently, law enforcement officers establish the circle of all persons who have used the services of offenders.
Two intermediaries who were engaged in customer search were also involved in the criminal scheme. They placed ads on popular messengers about the provision of services for the manufacture of fake vaccination certificates.
Law enforcement officers conducted 14 searches at the place of work and residence of the defendants. According to the results, mobile phones, computer equipment, hard drives, flash drives, bank cards, copies of passports of citizens of Ukraine, “draft records”, certificate forms with seals of the medical institution and more than 400,000 hryvnias were seized.
According to this fact, criminal proceedings were opened under Part 3 of Art. 362 (Unauthorized actions with information that is processed in computers, automated systems, computer networks or stored on media of such information, committed by a person who has the right to access it) of the Criminal Code of Ukraine. Two doctors and an intermediary have already been notified of suspicion. At the moment, the issue of declaring suspicion to other participants in the criminal scheme is being resolved. The sanction of the article provides for up to six years in prison. Investigative actions continue.
Procedural management is carried out by the Khmelnytsky Regional Prosecutor's Office. Investigative actions were carried out jointly with employees of the SBU department in Khmelnytskyi region.
