In Transcarpathia, law enforcement officers exposed criminals who forged Covid certificates

The operational-search department of the Chop Border Detachment together with the Department for Combating Cybercrimes of the GUNP in the Transcarpathian region documented the fact of illegal activities of a group of persons who, working in companies for the employment of Ukrainian citizens abroad, offered services for the production of fake international certificates of vaccination PCR tests and insurance policies.

Five residents of the Transcarpathian region were exposed in illegal activities.

Advertising of their services and search for clients was carried out mainly on social networks. The cost of such services ranged from 500 to 2500 hryvnias. The price of the fake certificate depended on the need to enter information into the electronic system with the subsequent generation of the certificate in the application “Action”.

Operatives together with investigators, under the procedural guidance of the Uzhgorod District Prosecutor's Office, with the involvement of the special unit “DOZOR” of the State Border Guard Service, conducted 7 searches in vehicles, as well as at the places of residence and work of the defendants. During the inspection, computer equipment containing forms and international certificates of vaccination of Ukrainian and Slovak samples with generated QR codes, forms of negative PCR tests, ready for modification with subsequent printing, mobile phones, hard drives were found and removed. stamps, unfilled stamped sheets, and about 1000 unfilled number insurance forms with seal prints and signatures.

During a preliminary examination of computer equipment, the operatives found a client base with personal data of about 4500 people who used illegal services of the defendants. Information about clients of criminal proceedings will be taken into account by border guards at checkpoints across the state border of Ukraine in order to detect counterfeits.

Currently, law enforcement officers are identifying employees of vaccination centers involved in criminal activities, who entered information about fictitious vaccination into the electronic database of the health system.

Criminal proceedings under Part 3 of Article 190 of the Criminal Code of Ukraine “Fraud” have been opened. Investigative actions continue.
