We inform you about the publication on October 12, 2022 on the official website of the Ministry of Internal Affairs of Ukraine of the draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Procedures Approved by the Decisions of the Cabinet of Ministers of Ukraine of September 7, 1998 No. 1388 and of November 11, 2009 No. 1200” (hereinafter - the object of the resolution).

The draft resolution proposes to amend the Procedure for the implementation of wholesale and retail trade in vehicles and their component parts having identification numbers, which was approved by the Resolution of the Cabinet of Ministers of Ukraine of November 11, 2009 No. 1200 and the Procedure for state registration (re-registration), deregistration cars, buses, as well as self-propelled vehicles built on the chassis of cars, motorcycles of all types, makes and models, trailers, semi-trailers, motorcycles, other vehicles and mopeds equivalent to them from 07 No. 1388 of September 1998 as part of the introduction of the act of acceptance and transfer of vehicles issued by business entities engaged in the trade in new vehicles and their components, which have identification numbers and are manufacturers of such vehicles, exclusively in electronic form.

In addition, the draft resolution proposes changes in the mandatory issue by business entities of single-trip license plates and Transit license plates.

Since new vehicles are not subject to inspection or expert examination by specialists of the expert service of the Ministry of Internal Affairs during their state registration, and the registration of such vehicles is mostly carried out with the participation of the business entities selling them, the need for mandatory issuance of such license plates has disappeared. The draft resolution proposes to provide an opportunity for business entities to make such an issue at the request of vehicle buyers.

The adoption of the draft resolution will contribute to the optimization and simplification of certain business procedures in the field of trade in new vehicles.
