We inform you about the publication on April 17, 2023 on the official website of the Ministry of Internal Affairs of Ukraine of the revised draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to Certain Decisions of the Cabinet of Ministers of Ukraine on the Settlement of the Issue of State Registration of Vehicles Imported to the Customs Territory of Ukraine as Humanitarian assistance in conditions of martial law” (hereinafter referred to as the draft resolution), amended taking into account the comments and proposals of the Ministry of Finance of Ukraine, the Ministry of Digital transformation of Ukraine, the State Customs Service of Ukraine.

The draft resolution was developed in order to settle the issue of state registration of vehicles imported into the customs territory of Ukraine on the basis of the declaration on the list of goods recognized as humanitarian aid, in the form given in Appendix 1 to the Resolution of the Cabinet of Ministers of Ukraine dated March 01, 2022 No. 174 “Some issues of passage humanitarian assistance across the customs border of Ukraine in conditions of martial law', in particular:

• provide for the inclusion of information about the vehicle in the specified declaration;
• determine the declaration with a document confirming the ownership of the vehicle;
• provide for the obligation of proper registration of the declaration by customs officials;
• provide for the mandatory indication in the registration documents of the prohibition of alienation of special and specialized vehicles recognized as humanitarian aid and imported into the customs territory of Ukraine, taking into account the requirements of the Law of Ukraine “On Humanitarian Aid”.

The first version of the draft resolution was published on October 28, 2022 on the official website of the Ministry of Internal Affairs of Ukraine.
