The draft resolution was developed by the Ministry of Internal Affairs of Ukraine in implementation of the Law of Ukraine of July 14, 2020 No. 786-IX “On Amendments to the Tax Code of Ukraine on the Functioning of the Electronic Cabinet and Simplifying the Work of Individual Entrepreneurs”, subclause “b” of paragraph 10 of the Decree of the President of Ukraine dated November 08, 2019 № 837” On urgent measures to implement reforms and strengthen the State”, with a view to implementing the provisions of Directive 2006/126/EC of the European Parliament and of the Council of 20 December 2006 on driving licences to national legislation.
The draft resolution provides for an increase in the validity period of the results of the theoretical exam, which are considered valid for today within three months, the proper organization of the first stage of the practical exam in the territorial service center of the Ministry of Internal Affairs will reduce the time of taking these exams and objectively assess the skills of driving vehicles.
The draft resolution will contribute to simplifying the procedure for conducting practical examinations in territorial service centers of the Ministry of Internal Affairs, improving the provision of administrative services to individuals for registration, issuance, return and exchange of driver's licenses, elimination of difficulties in submitting documents for opening the relevant category by the majority of persons who must confirm the status driving skills (driving skills, continuous experience), because driving skills are components of the driver's conscious control of a vehicle performed by him as a full participant in the road completely automatically.
In addition, the draft resolution provides for the possibility of concluding a contract of sale in electronic form using the “Electronic Driver's Cabinet” service without personal presence in such a body of the subject receiving the service, as well as the digitalization of administrative services in Ukraine.
