on the publication of the draft Law of Ukraine “On Amendments to Certain Laws of Ukraine (on the Implementation of Legislation and Determination of the List of Administrative Services Provided by Territorial Bodies of the Ministry of Internal Affairs of Ukraine)”

In compliance with the requirements of Article 9 of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity”, we inform you about the publication on the official website of the Ministry of Internal Affairs of Ukraine (mvs.gov.ua) of the draft Law of Ukraine “On Amendments to Certain Laws of Ukraine (on the implementation of legislation and determination of the list of administrative services) provided by the territorial bodies of the Ministry of Internal Affairs of Ukraine)” (hereinafter referred to as the draft act).

The draft act was developed with the aim of harmonizing categories of vehicles, introducing, in the interests of road safety, gradual access to categories of two-wheeled vehicles and categories of vehicles used for the carriage of passengers and goods by normalizing the minimum and maximum age for admission of persons to drive certain categories of installed vehicles, new validity periods of driver's licenses for different categories of vehicles with the subsequent possibility of extending their administrative validity by confirming the compliance of vehicle drivers with the established medical requirements, as well as increasing the level of protection of the driver's license against fakes by introducing it as an integral part of the microchip.

The implementation of the Act will contribute to the establishment of an adequate transport policy for the obtaining of driving licences, improving road safety and the free movement of persons by bringing national legislation closer to those of the European Union and provide an adequate regulatory framework for the further implementation of Directive 2006/126/EC.

In addition, with the implementation of the act at the legislative level, an exhaustive list of administrative services provided by the territorial bodies of the Ministry of Internal Affairs of Ukraine will be determined, as well as the determination of the amount of cost for their provision.

In addition, the implementation of the act will settle the current issue of registration of tractors, self-propelled chassis, self-propelled agricultural, road construction and reclamation machines, agricultural machinery, other mechanisms and issuance of tractor-driver licenses.
