In compliance with the requirements of Article 9 of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity”, we inform you about the publication on the official website of the Ministry of Internal Affairs of Ukraine (www.mvs.gov.ua) of the draft order of the Ministry of Internal Affairs of Ukraine “On Approval of Amendments to the Instruction on the Procedure for Organization and Control of Preparation, Transfer training and training of drivers of vehicles” (hereinafter referred to as the draft act).
The draft act was developed to implement the decision of the State Regulatory Service of Ukraine dated December 19, 2016 No. 9 “On the need to eliminate by the Ministry of Internal Affairs of Ukraine violations of the principles of state regulatory policy in accordance with the requirements of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity” and for the purpose of bringing an order of the Ministry of Internal Affairs No. 515 of Ukraine dated December 17, 2009 “On approval of certain regulatory legal acts regulating the procedure for training, retraining and professional development drivers of vehicles in establishments carrying out such activities, their state accreditation and certification of specialists, as well as the admission of citizens to drive vehicles, issue (exchange) of driver's licenses”, registered with the Ministry of Justice of Ukraine on January 22, 2010 under No. 72/17367, in accordance with the requirements The Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity”, “On Road Traffic”, Decree of the Cabinet of Ministers of Ukraine dated May 08, 1993 No. 340 “On Approval of the Regulation on the Procedure for Issuing Driver's Licenses and admission of citizens to driving vehicles”, dated May 20, 2009 No. 487 “On Approval of the Procedure for Training, Retraining and Retraining of Vehicle Drivers”, of May 20, 2009 No. 490 “On Approval of the Procedure for State Accreditation of Institutions Conducting Training, Retraining and Retraining of Vehicle Drivers, and certification of their specialists”, as well as in order to simplify the mechanism of state regulation regarding the procedure for issuing certificate forms by excluding the sole right of the bodies to provide service services of the Ministry of Internal Affairs issuance of such forms of certificates, and improvement of control over their use by the bodies providing service services of the Ministry of Internal Affairs.
