Development of digital infrastructure and creation of digital services for citizens is a priority of the program of informatization of the Ministry of Internal Affairs
Order of the Ministry of Internal Affairs of Ukraine dated April 22, 2021 No. 301 approved the Concept of the program for informatization of the system of the Ministry of Internal Affairs of Ukraine and central executive bodies, the activities of which are directed and coordinated by the Cabinet of Ministers through the Minister of Internal Affairs of Ukraine, for 2021-2023.
The main directions of this document are digital transformation projects on the integration of departmental information resources, on the provision of police services, in the field of civil protection, prevention of emergencies and elimination of their consequences, in the spheres of migration and protection of the state border.
The purpose of the implementation of the sectoral program of informatization for the period 2021 - 2023 is to continue the positive developments on the harmonization of the capabilities of the bodies of the Ministry of Internal Affairs, which were implemented over the past three years in accordance with the Strategy for the Development of the System of the Ministry of Internal Affairs of Ukraine until 2020, approved by the Order of the Cabinet of Ministers of Ukraine No. 1023-r of November 15, 2017.
Thus, the informatization of activities, namely improving the efficiency of work and interaction through the maximum use of information and communication technologies in the implementation of tasks by the bodies of the Ministry of Internal Affairs system, is defined as one of the main approaches to achieve the goals of the Strategy.
“The concept of the informatization program for the next three years puts at the forefront the issue of the development of the digital infrastructure of the Ministry of Internal Affairs and the CEV system, the joint creation of new formats for the implementation of current tasks and the sealing of mechanisms and business models to successfully overcome the future challenges facing the system of the Ministry of Internal Affairs, - notes the Director of the Department of Informatization of the Ministry of Internal Affairs Ihor Bondarenko of Ukraine. — The digital ecosystem should be a mirror of the state of modernization and optimization of the activities of the bodies of the Ministry of Internal Affairs with the help of digital technologies. At the current stage of digitization of the bodies of the Ministry of Internal Affairs system, which is actually engaged in by the Department of Informatization, technologies such as big data analytics (Big Data), predictive analytics, cloud computing, wireless communications, remote control and maintenance, integration of control systems are becoming a priority. This approach provides for the effective functioning of the bodies of the Ministry of Internal Affairs in the digital infrastructure of the country”.
The new sectoral program of informatization of the system of the Ministry of Internal Affairs and the Central Intelligence Agency is focused on the development of public services of the unified information system of the Ministry of Internal Affairs, the introduction and modernization of national electronic information resources as components of the EIS of the Ministry of Internal Affairs, the creation of an innovative infrastructure of the bodies of the Ministry of Internal Affairs system. It is also worth noting that the implementation of sectoral projects of informatization is fixed in the order of the Cabinet of Ministers of Ukraine No. 365-r of February 17, 2021, which approved the following projects of digital transformation of the system of the Ministry of Internal Affairs of Ukraine for the period up to 2023:
• “Safe Country”;
• “System 112”;
• Modernization of electronic information resources in the field of road safety; • Unified register of weapons;
• Register of information on the status of a person in criminal proceedings and criminal proceedings;
• Unified State Register of Territorial Communities d; • The system of planning and management of the joint forces for ensuring public safety and emergency relief;
• Modernization of the nationwide
automated system of centralized alert;
• Territorial automated system of centralized alert; • Unified base of civil protection forces; • Modernization of the subsystem of registration of the place of residence of the Unified Information and
Analytical System of Management of Migration Processes in Ukraine;
• Creation of a subsystem of Statistics and Analytics of the Unified Information and Analytical System of Management of Migration Processes in Ukraine Ukraine; • Police services (My Pol); • Development of services for persons
crossing the state border;
• Automation of business processes of border service employees.
“The integration of digital technologies in the processes of the bodies of the Ministry of Internal Affairs should become a priority of state policy when creating a single sustainable functional system of internal affairs as part of the national security sector, - Ihor Bondarenko is convinced and notes that thanks to the application of the latest technologies that were used during the creation and implementation of the single information system of the Ministry of Internal Affairs, managed to achieve significant success.
“This is primarily a saving of budget funds by minimizing outsourcing contracts for supporting software products, because the construction of the EIS of the Ministry of Internal Affairs made it possible to independently develop and support such software products, - says the Director of the Department of Informatization of the Ministry of Internal Affairs of Ukraine. - Today, the main focus of the Ministry of Internal Affairs of Ukraine is in the development of information “This is the purposeful and innovative creation of conditions for citizens to use digital tools instead of traditional physical means.”
During the implementation of the sectoral program of informatization during 2021 - 2023, it is planned to introduce and further develop electronic services in the most relevant spheres of society's life, in particular in the sphere of development of a unified environment for electronic identification and authentication of individuals, a single address space, synchronization of data of registers of territorial communities, etc.
Recall, the Department of Informatization of the Ministry of Internal Affairs of Ukraine ensures the formation of priority directions of informatization of the apparatus of the Ministry and its territorial bodies for the provision of services of the Ministry of Internal Affairs, the National Police of Ukraine, the Administration of the State Border Guard of Ukraine, the National Guard of Ukraine, the State Migration Service of Ukraine, the State Emergency Service of Ukraine situations, institutions of higher education with specific conditions of study, institutions and enterprises belonging to the sphere of management of the Ministry of Internal Affairs.
