The National Police, the Ministry of Health and the State Service of Ukraine for Food Safety and Consumer Protection discussed a joint mechanism of cooperation to combat coronavirus infection
In particular, the meeting, which took place on October 12, discussed the development of an algorithm of actions for carrying out preventive measures in places of large crowds of people, as well as ensuring compliance with quarantine restrictions. The meeting was attended by the Head of the National Police Igor Klymenko, the Deputy Minister of Health - Chief State Sanitary Physician Igor Kuzin and the Head of the State Service of Ukraine on Food Safety and Consumer Protection Vladislav Magaletsk.
The head of the National Police Igor Klymenko noted that the main task of the Ministry of Health, the State Service of Ukraine for Food Safety and Consumer Protection and the National Police is to take maximum measures to comply with quarantine restrictions and minimize the infection of citizens in places that contribute to the spread of coronavirus disease. In particular, in public transport, entertainment establishments, including nightclubs, markets, catering establishments.
“Therefore, it is necessary to develop mechanisms, a procedure for interaction, taking into account the number of health doctors, employees of the State Consumer Service and the National Police of Ukraine who will be involved in these processes. In addition, we must clearly understand those responsible. For example, the heads of motor transport enterprises or firms that carry out the transportation of our citizens, the organizers of sports events, directly those persons who bear both administrative and sometimes criminal responsibility, in particular for non-compliance with epidemiological norms,” the Head of the National Police said.
Igor Klymenko added that the Cabinet of Ministers of Ukraine since October 21 has established new restrictions for interregional passenger transportation, namely obliged drivers and passengers to confirm their COVID safety. Therefore, each participant of such transportation must present a vaccination certificate or PCR test, which is valid for 72 hours.
Therefore, the task of the police is to carry out appropriate explanatory work among carriers on the need to comply with quarantine requirements, as well as to clarify the responsibility of citizens and carriers in case of violation of anti-epidemic legislation.
The head of the National Police stressed that the critical point is the activity of entertainment establishments, including nightclubs, markets, catering establishments.
“The government, realizing that businesses that pay citizens wages and fill the state budget should work, established the possibility of their work even in the “red” zone. A prerequisite for such work is also confirmation by customers and staff of their COVID safety,” said Igor Klymenko.
To date, the National Police has already installed on the tablets of the police officers the corresponding software that allows reading the QR code from international and domestic vaccination certificates.
Deputy Minister of Health — Chief State Sanitary Physician of Ukraine Igor Kuzin thanked the National Police for initiating such a meeting.
“We now have a difficult epidemiological situation in Ukraine, which is caused by the Delta strain. It is currently registered in every region of Ukraine and the situation is deteriorating quite quickly. At the level of each region, we have a Center for Disease Control and Prevention, which will also help everyone in the framework of preventive work, provide clarification and be your reliable partner in control actions that need to be applied at the level of the regions,” said Igor Kuzin.
He added that currently 16 regions are at the “orange” level and this is an area of enhanced control where we must use all available resources and capabilities to prevent the epidemiological situation from worsening. In particular, to control all areas of activity that can lead to a worsening of the epidemiological situation. Therefore, effective control is important: on the observance of the mask regime, on the conditions of transportation, on the work of catering establishments and entertainment establishments.
Head of the State Service of Ukraine for Food Safety and Consumer Protection Vladislav Magaletska stressed readiness for further cooperation.
“We will continue the work of joint groups of employees of the State Service of Ukraine for Food Safety and Consumer Protection and Police to inspect catering establishments, entertainment centers, shopping centers and shops. In order to effectively confront the threat of the pandemic, it is necessary to implement a common system of effective control,” concluded Vladyslava Magaletska.
