Investigators of the Vinnytsia District Police Department together with the police officers of the Vinnytsia Oblast Cyber Crime Unit and the Criminal Police documented the criminal activities of a group of doctors and representatives of travel agencies who traded fake vaccination certificates with the introduction of information into the electronic health care system. During the authorized searches at the place of work and residence of the defendants of criminal proceedings, the investigators seized material evidence of their criminal activities.

According to preliminary information, the group included medical workers of two hospitals in the region, employees of Vinnytsia travel agencies and intermediaries. For several months, police officers documented their criminal activities and made controlled purchases of vaccination certificates.

According to the information available, intermediaries were looking for those willing to obtain COVID certificates without actually introducing the vaccine, which would be displayed in the Action application. Advertisements about the provision of such services were placed by attackers in closed groups in instant messengers. The cost of such a certificate was 250 euros.

On November 24, during searches at the place of work and residence of the suspects in establishing this criminal scheme, computer equipment, bank cards, mobile phones and other physical evidence of criminal activity were seized.

Currently, under the procedural guidance of the prosecutor's office, a pre-trial investigation of criminal proceedings initiated under Part 3 of Art. 362 of the Criminal Code of Ukraine (unauthorized actions with information that is processed in electronic computers (computers), automated systems, computer networks or stored on media of such information, committed by a person who has the right to access it). For such a crime, punishment is provided in the form of imprisonment for a term of three to six years with deprivation of the right to hold certain positions or engage in certain activities for up to three years.
