The Ministry of Internal Affairs together with international partners strengthens the fight against illegal trafficking of weapons, ammunition and explosives — Serhiy Goncharov

Deputy Minister of Internal Affairs Sergey Goncharov said during the meeting of the Steering Council of the OSCE Comprehensive Program “Support to strengthen the capacity of the state authorities of Ukraine in preventing and countering the illegal circulation of weapons, ammunition and explosives (IBRD) in all its manifestations”.

According to the Deputy Minister, military actions in the east of Ukraine have further aggravated the problem of arms circulation. Therefore, the Ministry is working on a systematic approach to solving this issue together with international partners.
“Joint actions on the control of SBRD in Ukraine require the development of a strategic approach with a solid foundation. They must be based on a sufficient legislative framework, in particular the Arms Act, interdepartmental cooperation through appropriate coordination mechanisms, as well as a specific roadmap in the field of control of the SARS,” he said.

Henrik Willadsen, OSCE Project Coordinator in Ukraine stressed that the international organization is ready to support our country in solving the problem of illegal arms trafficking.

It is worth noting that since 2016, the Ministry of Internal Affairs and the National Police have been participating in the comprehensive OSCE Program “Strengthening the capacities of the authorities of Ukraine in the field of preventing and countering the illegal circulation of weapons, ammunition and explosives in all aspects”.

Within the framework of this program, there are:
- Comprehensive trainings on the implementation of measures in the field of control over the SDGs in its various aspects. - Development and implementation in practice of the electronic classifier of the SMB.
- Conducting a nationwide study of public opinion, a campaign to raise the level of public awareness and an information campaign.
- Strengthening the interagency of international and international cooperation, as well as improving the exchange of information.- Providing support in the field of canine support.

It is expected that already in 2021 within the framework of the Program, the electronic classifier of the SMBV will be implemented, the development of the personnel training program will be completed, as well as the equipment for detecting and conducting forensic examination of illegal circulation of ZBVI will be purchased.

In Donetsk region, border guards found almost 9 kilograms of explosives.
Also, units of the National Guard of Ukraine in the area of the Joint Forces stopped illegal transportation of weapons and ammunition.
