Today, November 17, the Ministry of Internal Affairs held the first meeting of the permanent working group on the implementation of the tasks foreseen in the Action Plan for 2021 and 2022 on the implementation of the National Strategy for creating a barrier-free space in Ukraine for the period up to 2030.

The event was chaired by Deputy Minister of Internal Affairs of Ukraine Kateryna Pavlichenko. The meeting was attended by representatives of the units of the Ministry of Internal Affairs, the adviser to the Minister of Internal Affairs of Ukraine Anton Gulydin on a public basis, the expert of the project office of the adviser — Commissioner of the President of Ukraine for Barrierlessness Ulyan Tokarev and representatives of public organizations.

Kateryna Pavlichenko stressed that the Ministry of Internal Affairs supports the development of a barrier-free environment in Ukraine and actively moves in a comprehensive way to solve the problems of inclusiveness.

“The Ministry of Internal Affairs and its subordinate central executive bodies in their activities focus on issues of barrierlessness, there are already some developments and achievements. This issue is a priority for the Minister of Internal Affairs Denis Monastyrsky. He is also actively cared for by the first lady of Ukraine Elena Zelenska,” said Ekaterina Pavlichenko.

Adviser to the Minister of Internal Affairs of Ukraine on a public basis Anton Gulydin informed about the basics of social protection of persons with disabilities in Ukraine and the planning of the future actions of the Ministry of Internal Affairs for the formation of a barrier-free space.

“The Ministry of Internal Affairs is one of the leading Ministries in fulfilling the Government's mandate to create a barrier-free space in Ukraine. Currently, the Ministry of Internal Affairs monitors the accessibility facilities of the central executive bodies, where citizens are received. The organization of services for people with disabilities, the presence of ramps in the premises, the possibility of assisting people with hearing and vision impairment are checked. We do not do it on paper, but put it into practice. By the end of the year, we have a plan — to provide the entire structure of the Ministry of Internal Affairs with accessibility for people with hearing and vision impairment and to provide the entire digital infrastructure with the appropriate tools,” Anton Gulydin said.

In turn, Ulyana Tokareva presented the project “Handbook of Barriers” - a guide on correct communication, in which new norms of barrier-free speech are recorded. It was created on the initiative of First Lady Elena Zelenska in cooperation with public organizations, human rights defenders, psychologists, parents raising children with disabilities, Ukrainian and international experts.

“More often than not, people turn to law enforcement agencies in crisis situations and expect to receive support, so the “Handbook of Barriers” was created, including for those who support citizens in difficult situations when their rights are violated,” she noted.

Recall that the Ministry of Internal Affairs of Ukraine presented a handbook on barrier-free access.
