Kyiv law enforcement officers exposed a group of attackers for selling fake international COVID certificates

The defendants produced documentation on vaccination against coronavirus disease without going through the procedure itself. The cost of one “certificate” was from three to four thousand hryvnias. Violators face up to five years in prison.

Investigators of the Kiev police, together with employees of the Security Service of Ukraine and under the procedural guidance of the Kyiv City Prosecutor's Office, exposed a group of persons engaged in the manufacture and sale of counterfeit international COVID certificates. These are 28-year-old and 41-year-old local residents, 58-year-old Kiev resident and 43-year-old resident of Luhansk region.

According to the head of the crime investigation department in the sphere of economic and official activities of the Kyiv Police Investigative Department Oleg Kiselev, the private doctor accepted an order from his accomplice for false documentation about vaccination and personally produced it:

“The attacker also agreed with the director of the municipal medical institution of the capital and with a family doctor from Luhansk region. The women had access to the electronic health system and submitted inaccurate information about the person's vaccination. In addition, the defendant concluded with the so-called clients a declaration of medical care by the family doctor on his behalf or the doctors who “work” for him. The cost of one “certificate” was from 3 to 4 thousand hryvnias.”

Police conducted a number of authorized searches at the addresses of residence and work of offenders and seized material evidence of their criminal activities. This is fake medical documentation, including international vaccination certificates, computer equipment, electronic media, mobile phones, bank cards.

The Investigative Department of the Metropolitan Police Department has initiated criminal proceedings under Part 2 of Art. 190 of the Criminal Code of Ukraine — fraud committed by a preliminary conspiracy by a group of persons, Part 3 of Art. 358 of the Criminal Code of Ukraine — forgery of documents and sale of forged documents committed by a preliminary conspiracy by a group of persons, part 3 of Art. 362 of the Criminal Code of Ukraine - unauthorized actions with information that is processed in electronic computers (computers), automated systems, computer networks or stored on the media of such information, committed by a person who has the right to access it. The defendants face up to five years in prison. The pre-trial investigation continues.
