The parties agreed on a joint plan for comprehensive cooperation, mutual access to databases, in order to jointly counter Russian hybrid threats, in particular cyberattacks. This was stated today, on October 2, during a meeting between Minister for Security of the United Kingdom of Great Britain and Northern Ireland Ben Wallace and Minister of Internal Affairs of Ukraine Arsen Avakov.

According to Arsen Avakov, Russian aggression is not only a direct military action, but also an active hybrid war, the actions of the Russian Federation special forces and their influence on the criminal situation for its destabilization.

"Organized crime figures enjoy our liberal laws "settle" here for months and initiate the court battles to obtain citizenship. According to our data, 60% of auto thefts and apartment robberies are committed by “kingpins”. Most of them are in constant contact with the special forces of the Russian Federation. In addition to criminal tasks, they perform other political orders. For example, they finance the activities of some deputies so that they do not support the radical laws of the Government aimed at strengthening the fight against organized crime," - said Arsen Avakov.

Also, the Minister of MIA added that "kingpins" can conduct their criminal activity on the territory of Ukraine, and then live in Europe for the "dirty money", as if they only law-abiding citizens.

In addition, the parties discussed joint plan to combat organized criminals and cyberthreats, which are coordinated by the special forces of the country-aggressor Russia.

"Over the past year, special agents of the Department of Cyber-police stopped a series of international attacks and harmful infectious platforms, including the Petya virus and the Avalanche network, which infected half a million computers around the world every day. Here we actively cooperated with our international colleagues, in particular with the United Kingdom. In the near future between the National Police of Ukraine, the National Criminal Agency of UK (NCA) and the National Agency for combating cybercrime will be signed a memorandum on deepening cooperation and mutual exchange of operational data," - said the head of the Ministry of Internal Affairs.

The Head of the National Police Sergiy Knyazev noted that, considering the experience of Russian aggression in Ukraine, the police intensify the fight against cybercrime and strengthen criminal analysis.

"We are under the aggression of the Russian Federation and this affects the work of the National Police. Considering this experience, we develop two important areas: cyber-police and criminal analysis SOCTA for the counteraction to organized crime. The prerequisites for the creation of these two divisions are well known to all police society in Europe, because Russia by this hybrid way influences and interferes with the internal affairs of other states," - said Sergey Knyazev.

In turn, Minister for the security of the Great Britain Ben Wallace said that what Russia did in Crimea, Donbass and Salisbury could do in any country.

"We highly value our cooperation with Ukraine, a country that is on the outpost in the fight against cyberattacks and the hybrid war. The illegal annexation of the Crimea, the attack in Salisbury and cyber-attacks around the world show that this may happen again. That is why it is important that we, as close partners, cooperate and understand the danger of Russia. I am pleased to see such a fruitful cooperation with Ukraine," - said Ben Wallace.

In turn, Minister of MIA Arsen Avakov said that Ukraine had identified one of the participants in the attack in Salisbury, an officer of the Russian Military Intelligence Service, who was involved in the escape of the ex-president Yanukovich from Ukraine.
