The Government approved the Strategy for the Development of the Ministry of Internal Affairs until 2020 (PHOTOS, VIDEO, PRESENTATION)

Today, November 15, at the meeting of the Cabinet of Ministers, the Strategy for the Development of the Ministry of Internal Affairs of Ukraine until 2020 was presented.

Within six months, representatives of the Ministry of Internal Affairs, together with foreign experts and active community, have been working on the text of the new document. The strategy was discussed in public. Residents of all regions of Ukraine had the opportunity to make their proposals on the further process of the Ministry of Internal Affairs reformation.

Interior Minister Arsen Avakov said that a significant number of points laid down in the document since 2014 have already been implemented.

"Together with the EU Advisory Mission we have identified our next goals. Strategy 2020 is a logical continuation of the initiated changes. The identified areas will help increase the role of law enforcement in the community, strengthen contacts with the population, implement new approaches and views on our work with priorities for service functions", - Arsen Avakov said.

Deputy Interior Minister Tatiana Kovalchuk noted that in a short time, namely from 2014, the Ministry of Internal Affairs has managed to distinguish the functions of the political management and professional activities. The entirely new central executive body was created - the National Police and the National Guard was formed.

"In October, according to the results of a sociological survey conducted by international and national institutes of sociology, the greatest trust among citizens among the institutes of state and society was received by: the National Guard (52.6%), the State Emergency Service (50.5%), the State Border Guard Service 46.4%), volunteer battalions (43.9%), National Police in general (39.3%) and Patrol Police in particular (40.9%)", - said Tetyana Kovalchuk.

The deputy minister emphasized that the request for changes in society is extremely high, so the new Strategy is a logical continuation of the reforms that began in the system of the Ministry of Internal Affairs.
The text of the Strategy identifies new priorities for further work - creating a safe environment for life of each person and citizen, maintaining public safety and order, combating crime, human rights maintenance, integrated border management, quality and accessibility of services, good governance, transparency and accountability and development of personnel potential and social protection of workers.

"Every citizen of Ukraine should know that the help will come when needed, the high-quality state service will be performed. In addition, employees of the Ministry of Internal Affairs also have to be sure of tomorrow, we pay special attention to the training of personnel and modern system of motivation", - said Tetyana Kovalchuk.


The Deputy Minister said that in the near future a single 112 emergency service will be established, a reformed preventive police force will be set up and a criminal offense institute introduced to counteract crimes effectively.

Much attention is paid to the new Human Rights Observing Strategy by the bodies of the Ministry of Internal Affairs.


"In the field of human rights, we plan to adapt the departmental legal acts to the legislation of the European Union, to improve the legal regulation of the grounds and procedure for the use of physical force, special means and firearms, as well as to develop the system of protection of the rights of people with special needs", - noted the Deputy Minister.
Tetyana Kovalchuk said that for the implementation of the new Strategy, the employees of the Ministry of Internal Affairs will apply day-to-day approaches to society service, accountability, democratic civilian control and informatization of activities.
