Official information on procurement of automobiles Mitsubishi Outlander PHEV (PHOTO)
According to the decision of the Cabinet of Ministers of Ukraine, the Ministry of Ecology and Natural Resources of Ukraine in May this year was obliged to provide the realization of «green (clean) investments project» under the conditions of the Kyoto Protocol and to forward the remainder of the funds to replace the existing patrol cars of the police to the cars with hybrid setup, agreeing these issues with Japanese companies.
In full accordance with the applicable law, the implementation of the project on provision of National Police by high-performance road clean type cars based on the Mitsubishi Outlander PHEV was approved by the Ministry of Ecology, formed by him Interdepartmental Working Group and agreed with the Ministry of Finance of Ukraine, as well as authorized with the Japanese companies, and the implementation of the project conducted during 2016 - 2017 years.

«To resolve issues related to the formation of the price of the car Mitsubishi Outlander PHEV, its technical configuration, timing of deliveries to Ukraine, a series of negotiations were conducted with the direct participation of representatives of Mitsubishi Motors Corporations (Japan) and the only authorized importer company in Ukraine – LLC «MMC Ukraine»,- said the State Secretary of the Ministry of Internal Affairs of Ukraine Oleksii Takhtai.
As a result on the Japanese side was reached a principal agreement on deliveries to National Police of Ukraine more than 600 of such vehicles new range of Mitsubishi Outlander PHEV, made in 2017.
This complete set of specifications and features are designed based on the police car, special purpose necessary to perform tasks to ensure public order, combating crime etc. Thus, pricing of cars with hybrid engine carried out by the company Mitsubishi Motors, is based on 2017 model and therefore is extremely incorrect comparison of price indices for models Mitsubishi Outlander PHEV, produced in 2015 or 2016 which are currently offered for sale in Eastern and Central Europe.
In addition, the vehicle acquisition for sale in each country is determined separately and individually depending on climatic, geographical and other factors.

Exactly based on the official data, received from the representatives of the Mitsubishi Motors in Ukraine – LLC «MMC Ukraine» and the expert conclusion of Chamber of Commerce we defined the approximate price of the Mitsubishi Outlander PHEV cars which is 1 440 753 hryvnas per item (taking into account the official exchange rate 1 USD equals 25, 166 hryvnas).
Moreover, you should notice that according to the legislation in the area public procurement and the tasks of the National Police of Ukraine – the winner of the Project and the supplier of cars to Ukraine is chosen in the electronic procurement system Prozorro by conducting a procedure of procurement. All the interested body corporates can submit an application for taking part in such procedure.
The initiator defines the most advantages offer from the results of electronic choice.
The initiator cannot in any way impact towards the intentions of any body corporate to take part in the procedure, the amounts of such applicators of the content of their offers.
Within the process of execution of a contract on automobiles procurement the supplier is in charge of the following: 1) carrying out all the expenses, related to the transportation of the cars from Japan to Ukraine, paying all the custom and tax fees, delivery of all the vehicles to the storehouse of the National Police of Ukraine, certification of the cars to the police format, coloring, equipping with signal lights, loudspeakers and radio systems, further technical servicing.
With all that in mind, we underline that realization of the Project and the supply of all the amount of cars to the National Police of Ukraine will let us to spare around 300 mln. hryvnas per year (saving the expenses on fuel).

Technical features of specially purposed vehicles have been formed for the execution of police functions – using the basic model of Mitsubishi Outlander PHEV. Taking into account the absence of the mentioned model in Ukraine – in July 2016 we presented the extended model of the car with improved comfort (leathern passenger compartment, navigation system with sensor monitor, all-round surveillance camers etc.)
For the reasonableness of the pricing of the car is in the technical specifications for the needs of the police received expert opinion of the Kyiv Chamber of Commerce (from 30.06.2016 number C-738), according to which, based on our expert research indicative value for the purposes of the police specialized vehicle with a hybrid power plant Mitsubishi Outlander PHEV 2.0 production 2015 (inclusive of all taxes, customs duties) of 30 June 2016 - 1 507 443.0 UAH., that according to the official rate of exchange is the equivalent of 59 900 dollars considering installing additional police equipment, color graphic patterns and inscriptions on the body, signal loudspeaker equipment and radio communication.
However, the official representative of Mitsubishi Motors in Ukraine - LLC «Em-Em-C Ukraine» informed that in the case of Project realization, the cars Mitsubishi Outlander PHEV 2.0 will be made in 2017 at a special price – 1 440 753,0 UAH the equivalent of 57,250 dollars.

Based on this special offer price, the official exchange rate of the national currency to the US dollar (25.166 UAH/1$) and volume of assets (959,565,211.0 UAH) provided by the Ministry of Environment for the project, it was determined the volume of vehicles for the delivery of a 651 unit.

In addition, in the case of the adoption of the draft law submitted by People's Deputy of Ukraine M. Nayem, in the part of amending the Customs Code and exemption from import duties (10 percent of the value car excluded) Mitsubishi Outlander PHEV, as part of the project, it will increase the procurement of vehicles for approximately 60 - 65 units.
