Announcement of the competition to fill the vacancy of Head of the National Police of Ukraine
Minister of Internal Affairs of Ukraine announced an advisory competition to fill the position of Head of the National Police of Ukraine on December 15th, 2016.
"Candidates must meet the general terms of enlistment in police and pass the primary police selection", - Arsen Avakov said.
This competition is open for all comers, for the active police officers as well as for all other persons who meet the requirements described above and are capable to be a policeman.
The competition will be held by the advisory selection commission, which was created specifically for this purpose by order of the Minister of Internal Affairs. It has the powers of the temporary advisory body.
The commission includes representatives of international organizations and members of the Ukrainian public and human rights NGOs.
Commission members from the international organizations:
- Mr. Mikael Lyngbo, the independent expert in law, policy issues and issues of transitional justice, who worked in the missions of the Council of Europe, European Union, European Commission and other international organizations. For a long time he was an expert of Danish Helsinki Committee for Human Rights. A lawyer with extensive experience (36 years) in the Prosecutor's Office of Denmark, as the Commissioner of Police, the Supreme Court of Greenland, was deputy chief of the Danish National Security Service.
- Mr.Ronald W. Glensor, an expert from the International Criminal Investigative Training Assistance Program (ICITAP) of the US Department of Justice. He is an international level expert on the protection of public order and the training of the senior level police personnel. He has provided training and technical support for the hundreds of police departments in the United States, as well as agencies in Canada, Australia, Great Britain and Ukraine. Mr.Glensor holds a Ph.D in political science and a Master's degree in the public administration and policy. He has more than 35 years of work experience in the police, where he served as the chief of the patrol department, administrative and detective divisions. He is also a veteran of the US Marine Corps.
- Mr.Joseph McAllister, a consultant of the Canadian government Police Training Assistance Program (PTAP). The retired veteran of the Royal Canadian Mounted Police (34 years in service). He was engaged in all areas of police work at local and international levels, and participated in a variety of law enforcement activities, in particular, in the investigation of murders and in the fight against terrorism.
Members of the commission from the Ukrainian society and human rights NGOs:
- Yevgeniy Ye. Zakharov, founder of the Ukrainian Helsinki Human Rights Union (UHHRU), Director of the Kharkiv Human Rights Protection Group.
- Roman V. Romanov, Human Rights and Justice Program Initiative Director, the International Renaissance Foundation, Kiev, Ukraine.
- Vitaly E. Portnikov, well-known journalist and publicist.
The selection commission is not connected with the work of police commissions under the current legislation. The commission's decision is advisory in nature.
The responsibilities of Head of the National Police include:
• to ensure the execution of the main tasks of the National Police: protection of human rights and freedoms, as well as the interests of society and the state, providing for the public safety and combating crime;
• to manage effectively and coordinate the activities of the various bodies and units of the National Police;
• to draft and implement strategic plans of development of the National Police;
• to maintain a managerial candidate pool and organize training and career development of police officers;
• to ensure compliance of the policemen and public servants with the requirements of anti-corruption legislation and professional ethics;
• to ensure the full implementation of the principles of community-oriented policing;
• to provide for the effective strategy of the police-public relations.

An applicant for the position must meet the following basic requirements:
• a compliance with the general requirements for entering the police service (Articles 49, 50, 61 of the Law of Ukraine "On the National Police"; for details see: https://goo.gl/qnaivV);
• a graduate law degree;
• work experience in the legal field for at least seven years;
• at least five years of work experience in management positions.
Requirements for personal and professional qualities of the candidate:
• integrity and unblemished reputation;
• a strong motivation and a willingness to devote himself/herself to the work;
• full knowledge of the principles of work of the Ukrainian National Police and devotion to them;
• strong managerial skills;
• high level of communication skills;
• political impartiality;
• experience in successful project implementation.
To participate in the competition a prospective candidate must submit the following documents:
• CV, which has to include the contact information as well as information regarding the applicant's education and work experience with list of previous positions and responsibilities;
• a motivation (cover) letter (up to 500 words in size) with explanation why an applicant wishes to take a position of Head of the National Police. It should also contain description of his/her short- and long-term goals of work in this position and, in particular, those urgent high priority measures that an applicant intends to undertake in order to ensure the effective operation of the National Police of Ukraine and the implementation of necessary reforms.

Applicants who successfully pass the first stages of the competition will have to submit at the next stages additional documents, in particular, the documents which are mentioned in the Part 1 of the article 54 of the
Law of Ukraine "On the National Police" (copies of passport, documents on education, employment record book).
