Evasion of duty: operatives liquidated six criminal schemes
Among them are enrolment for full-time training, obtaining a disability group, entering information into the information base, crossing the border outside official checkpoints. 13 people are involved in the operation of these schemes. The amounts for “services” ranged from 800 euros to 10,000 dollars.
In Rivne region, the scheme was organized by a local resident, involving her husband-entrepreneur, who was engaged in cargo transportation and two other accomplices. Those wishing to go abroad were falsely employed by drivers and entered information into the information base. For this they took between 800 and 1300 euros.
Employees of the Directorate of Strategic Investigations and investigators of the regional police established that under this scheme they helped more than 60 persons of conscription age to illegally leave abroad. All those involved were suspected.
In the Sumy region, they detained the so-called “spy” behind Bilopillya. As established by the USR operatives and police investigators, having connections in medical institutions of the Dnipropetrovsk region, he arranged persons allegedly for treatment.
“Patients” received extracts with knowingly false information about the presence of serious diseases. In the future, this was the basis for recognizing persons unfit for military service. The cost of the “service” is 9000 dollars. The criminal and four medical workers were suspected.
In Lviv, employees of the USSR and the police investigative department detained the organizer of the criminal plan, who promised to take citizens abroad through the forest for $10,000. The transfer of evaders took place on the territory of Lviv and Transcarpathian regions outside the official checkpoints.
In Chernivtsi and Sumy regions, police officers exposed employees of higher educational institutions. For a certain reward, they provided individuals with admission to the full-time form of training. Thus, in Sumy region, the deputy dean of the university demanded $3000 for the “help”, and the official of one of the universities of Chernivtsi — 1000 dollars.
In Odessa, USR operatives and police investigators detained a civilian who, for $3,000, promised to help with obtaining a second disability group, which would later make it possible to be removed from the military register.
Depending on the methods used by the defendants to “smear” persons of conscription age from service, their actions are qualified by:
- Art. 332 (Illegal transfer of persons across the state border of Ukraine),
- Art. 368 (Acceptance of an offer, promise or receipt of an unfair advantage by an official),
- Art. 369 (Offer, promise, or grant an improper benefit to an official),
- Art. 369-2 (Abuse of influence),
- Art. 366 (Forgery) of the Criminal Code of Ukraine.
Exposure activities were carried out jointly with the SBU, border guards under the procedural guidance of regional and specialized prosecutor's offices.
