The deadline for submission of documents for participation in the selection of candidates for nomination from Ukraine for the election of members of the UN Committee against Torture has been extended

In October 2025, during the 20th meeting of States Parties to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment and Punishment (Convention), five members of the UN Committee Against Torture will be elected to replace those members whose term of office expires on 31 December 2025.

The United Nations Committee Against Torture is established in accordance with Article 17 of the Convention. Mandate of the United Nations Committee against Torture: Monitoring the implementation of the Convention by its States Parties.

Requirements for UN Committee Against Torture Expert Candidates: The Committee consists of ten experts who are distinguished by high moral qualities and recognized competence in the field of human rights and who speak in their personal capacity. Experts are selected by States Parties, while attention is paid to a fair geographical distribution and the feasibility of involving several persons with legal experience.

Selection procedure: Members of the Committee shall be elected by secret ballot from a list of persons nominated by States Parties. Each State Party may nominate one candidate from among its citizens. The election of the members of the Committee shall be held at meetings of States Parties convened by the Secretary-General of the United Nations once every two years. The members elected to the Committee shall be the candidates who have obtained the largest number of votes and the absolute number of votes of the representatives of the States Parties to the Convention present and participating in the voting.

Interested persons wishing to participate in the selection of candidates for election to the United Nations Committee against Torture must send to the Ministry of Justice of Ukraine by April 26, 2024:

● completed application form of the established sample (sample for download is attached) (including in WORD format) and its translation into Ukrainian. The form must contain detailed information about the qualifications of the candidates;

● consent to the processing of personal data in accordance with the Law of Ukraine “On the Protection of Personal Data”.

Together with the completed application form, candidates can also submit in English and Ukrainian (in WORD and/or PDF formats):

● letter of motivation;

● additional information and documents on knowledge of UN languages, education, work experience, professional level, reputation, research in the field of competence of the UN Committee against Torture;

● a copy of the passport of a citizen of Ukraine to confirm citizenship.

Documents must be sent in paper form to the postal address of ul. Arhitektora Gorodetskogo, 13, m. Kyiv, 01001, and must be duplicated in electronic form to the e-mail addresses: [email protected], [email protected].

In case of failure to provide the specified documents, the person's application will not be considered.

After an interim review of candidates' application forms to determine compliance with the stated criteria, candidates will be invited for an interview.

The Ministry of Justice will inform candidates about the date, time and place of the interview.
