In accordance with Articles 9, 13 of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity” (hereinafter referred to as the Law), in order to receive comments and proposals from individuals and legal entities, their associations are published:
draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the License Conditions for the Conduct of Security Activities” (hereinafter referred to as the draft) and analysis of its regulatory impact.
The developer is the Ministry of Internal Affairs of Ukraine.
The project is designed to implement the Action Plan for the implementation of the recommendations set out in the final remarks provided by the UN Committee on the Rights of Persons with Disabilities, to the first report of Ukraine on the implementation of the UN Convention on the Rights of Persons with Disabilities for the period up to 2020, approved by the order of the Cabinet of Ministers of Ukraine dated 28 December 2016 No. 1073-r, Plan of Organization of Preparation of Draft Acts Necessary to Ensure the Implementation of the Law of Ukraine of March 23, 2017 No. 1982-VIII “On Amendments to Certain Legislative Acts of Ukraine Concerning the use of seals by legal entities and individuals — entrepreneurs”, approved at the meeting of the Cabinet of Ministers of Ukraine on April 26, 2017 (Protocol No. 32), on its own initiative in order to introduce the Licensing Conditions for the Conduct of Security Activities, Approved by the Resolution of the Cabinet of Ministers of Ukraine of 18 November 2015 № 960 (hereinafter — License Terms), in accordance with the Laws of Ukraine “On Licensing of Business Activities” and “On Security Activities”, providing conditions for an objective assessment of the degree of risk of an entity from conducting security activities to further determine the list of licensees that will be subject to planned measures of state supervision (control) in the planned period.
The project envisages amendments to the License Terms establishing the requirement to create conditions of accessibility to the premises where customer service is provided (consumers of services), for persons with disabilities and other low-mobility groups of the population.
