In accordance with Articles 9, 13 of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity” (hereinafter referred to as the Law), in order to receive comments and proposals from individuals and legal entities, their associations are published:
draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine on Mandatory Technical Control of Vehicles”.
The developer is the Ministry of Internal Affairs of Ukraine.
The project was developed in order to improve the quality of the process of checking the technical condition of vehicles by the subjects of mandatory technical control (hereinafter — the subject of OTC), ensuring proper control over the timely passage of mandatory technical control by vehicles subject to such control, and preventing vehicles from participating in road traffic he did not pass.
In addition, in order to implement the requirements of Article 35 of the Law of Ukraine “On Road Traffic”, it is proposed to define the concept of “load capacity”, according to which the subject of OTC determines the term and date of the next mandatory technical control of the vehicle.
The adoption of this draft resolution will resolve the issue of objectivity of inspections of the technical condition of vehicles by OTC entities, improve the quality of such inspections, as well as ensure the accumulation of objective information on the technical condition of vehicles operated on the highways of the state, proper control over the timeliness of passing mandatory technical control by vehicles means subject to such control and the prevention of participation in the traffic of vehicles that have not passed it.
