Information notice on conducting electronic consultations with the public on the draft resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Entering Information on the Proper User of a Vehicle in the Unified State Register of Vehicles”

The Ministry of Internal Affairs of Ukraine conducts electronic consultations with the public on the draft resolution of the Cabinet of Ministers of Ukraine “On approval of the Procedure for entering information about the proper user of a vehicle in the Unified State Register of Vehicles” (hereinafter referred to as the draft resolution), published on February 17, 2022 in the subheading “Draft regulations” of the heading “Normative base of the Ministry of Internal Affairs” of the official website of the Ministry of Internal Affairs of Ukraine: here.

The implementation of the draft resolution will apply to the following social groups of the population: business entities (vehicle owners) and citizens (vehicle owners) and future beneficial users.

Stakeholders to whom the implementation of the draft resolution will apply: business entities (vehicle owners) and citizens (vehicle owners) and future beneficial users.

Possible consequences of the implementation of the draft resolution for these social groups of the population and stakeholders are:

  • submission of an electronic application (without adding scanned documents) through the web application of the Electron Driver's Cabinet or the Diya Portal;
  • digitalization of the procedure for entering and excluding information about the appropriate user without visiting the Central Committee of the Ministry of Internal Affairs by submitting an electronic application and applying electronic signatures by applicants;
  • improvement of the process of excluding information about the proper user of the vehicle from the Register automatically or unilaterally by the owner of the vehicle, or by the proper user with the agreement of the vehicle owner through the Driver's Electronic Cabinet or the Diya Portal;
  • reduction of time costs for receiving services by 6 times (from 1 hour to 10 minutes).


There was a clear requirement to cancel the entry of information about the owner of the vehicle, namely:

  • establishing the fact of entering into the Register information about the appropriate user in violation of the requirements of this Procedure or other regulatory acts;
  • establishing the fact of entering information about the appropriate user in the Register on the basis of forged documents (information). If such facts are established, the authorized employee of the service center of the Ministry of Internal Affairs shall immediately inform the territorial bodies (units) of the National Police.
