Volodymyr Martynenko: Ukrainian anti-corruption legislation needs improvement

This was stated by the Chairman of the Public Council under the Ministry of Internal Affairs, adviser to the Minister of Internal Affairs today, on November 29, during the round table “Peculiarities of application of anti-corruption legislation”. The event was held on the initiative of the Gromrad under the Ministry of Internal Affairs on the basis of the Sumy Regional State Administration. The discussion discussed ways to prevent and combat corruption in the region, a combination of scientific developments and practical experience.

In particular, representatives of the regional units of the National Police, the prosecutor's office, the State Fiscal Service, the justice authorities, the heads of structural units of the Sumy Regional State Administration, leading teachers and scientists of the National Academy of Internal Affairs, representatives of the public joined the discussion at the round table. In addition, representatives of the authorities of the cities of regional subordination and districts of the region were on video communication. In total, about 300 participants took part in the event.

As Volodymyr Martynenko reported, this anti-corruption roundtable became the tenth in 2019, co-organized by the Public Council under the Ministry of Internal Affairs.

“However, Sumy region is the first region where we hold such an event together with the Regional State Administration. As you can see, this is a very convenient platform for discussing anti-corruption activities, because we were able to attract a wide range of interested parties. Based on the results of the round table, we will prepare a draft of recommendations,” said the head of the Gromrad at the Ministry of Internal Affairs.

He also recalled that under the co-organization of the Public Council at the Ministry of Internal Affairs in October-November 2019, three international scientific-practical anti-corruption conferences were held on the basis of departmental universities in Kharkiv, Lviv and Dnipro, which brought together more than 600 scientists from Ukraine and abroad.

“We will summarize the results of this series of events on December 12 in Kyiv at the IV international scientific-practical conference “Implementation of the State Anti-Corruption Policy in the International Dimension”, which will be held at the National Security Agency. However, already now we can say that we have quite significant developments. The problem we cover is that Ukrainian anti-corruption legislation is constantly being amended. But in the future, specialists who face these regulations in their work offer their complements dictated by practice and life. Therefore, our task is to harmoniously and effectively combine the achievements of legal scholars and practical experience in the application of anti-corruption legislation. And the experience of Sumy region in this matter will be extremely useful to us,” Volodymyr Martynenko is convinced.

Deputy Chairman of Sumy Regional State Administration Ivan Borshosh stressed the urgency of the anti-corruption discussion. He expressed the hope that the work of the round table will be submitted for consideration by legislators and will be implemented in practical terms.

The head of the Sumy region police Ruslan Pynyaga told about the results of the police work on combating corruption in the region.

“For 10 months of 2019, investigative units have completed the investigation of 82 criminal proceedings on the commission of 94 corruption criminal offenses against 84 people,” Ruslan Pynyaga said and assured that the Sumy police will continue to investigate corruption criminal offenses as thoroughly as possible, first of all on the facts of acceptance of an offer, promise or receipt of unlawful benefits by officials.

The discussion was attended by Vice-Rector of the National Academy of Internal Affairs Sergey Chernyavsky, Secretary of the Scientific Council of the National Academy of Internal Affairs Vitaly Vasilyevich, Director of the Sumy Branch of the KHNUVS Serhiy Lukash, Head of the Regional Service Center of the Ministry of Internal Affairs in Sumy Region Vasily Olkhovyk and others.

The discussion was lively and constructive. In addition, during the round table, several other topics related to both the process of pre-trial investigation of corruption acts and their judicial consideration were additionally raised, the consideration and elaboration of which is planned for the near future.
