Scientists and practitioners discussed mechanisms to overcome corruption
The round table “Determination of corruption risks in the activities of the Ministry of Internal Affairs, ways to prevent and combat corruption in the Ministry of Internal Affairs” was held today, April 20, in the format of an online conference on the basis of the Dnipropetrovsk State University of Internal Affairs. Co-organizers of the event are the Ministry of Internal Affairs of Ukraine, the Public Council under the Ministry of Internal Affairs, DDUVS, the Public Union “Center for Prevention and Counteraction of Corruption”.
According to the Chairman of the Public Council under the Ministry of Internal Affairs Volodymyr Martynenko, this round table is one of a number of anti-corruption measures planned in 2021.
“We started work last month at a round table at Odessa University of Internal Affairs. We are planning several more regional events, which we will integrate into a series of anti-corruption conferences, which we traditionally hold on the basis of higher education institutions of the Ministry of Internal Affairs and will conclude at the end of the year during the international scientific-practical conference at the National Academy of Sciences,” Volodymyr Martynenko noted.
According to him, the anti-corruption commissioners of the units of the Ministry of Internal Affairs in Dnipropetrovsk, Zaporizhia, Cherkasy and Kirovohrad oblasts joined today's round table. Accordingly, during the next events, the geography of anti-corruption discussion will expand.
“Traditionally, our event is attended by scientists, representatives of the CMES in Ukraine and SCMU, non-governmental organizations. This year, NACP is actively involved in our work. Therefore, today's discussion should give concrete answers to pressing questions,” said the head of the Gromrad Council under the Ministry of Internal Affairs.
Rector of DDUVS Andriy Fomenko noted that the issue of corruption, despite all measures at the state level, does not lose its relevance. Therefore, the roundtable aims to become a platform for the exchange of promising ideas, opinions and positive experiences in overcoming this negative social phenomenon.
In turn, Joseph Julai, Senior Advisor on Anti-Corruption of the European Union Advisory Mission to Ukraine, noted that the ECSC is ready to continue to assist the state and law enforcement agencies of Ukraine in the process of eradicating corruption factors. He also assured that European countries are ready to share their positive experience and told how corruption risks are being identified in the Hungarian Ministry of Internal Affairs.
Anatoly Fodchuk, the head of the Department of Corruption Prevention of the Ministry of Internal Affairs of Ukraine, announced the implementation of the Anti-Corruption Program for 2020-2022 in the Ministry of Internal Affairs of Ukraine. Thus, in order to respond to corruption risks, inspections are carried out in territorial units and appropriate recommendations are provided to eliminate the identified shortcomings. At the same time, Anatoly Fodchuk noted that such shortcomings are insignificant, and in general corruption manifestations in the Ministry of Internal Affairs have halved.
During the round table, participants discussed corruption risks and ways to prevent and combat corruption in the work of service centers, expert service, activities of police officers, emergency workers, migration service workers, as well as mechanisms for reporting corruption. Recommendations drawn from the results of the discussion will be sent to the Ministry of Internal Affairs.
